Is the outgrowth of ideas j I crystallized by the late war nIt tt Spain nI-t I and is an institution made useful If not necessary by the great changes In V military tactics which the last fcv Shave S-have recorded At the time of the breaking break-ing out of the Civil war rough riding 1 t was unknown In any of the armies of the world In even army there were bodies of cavalry but they were as a rule unwieldy and Immobile forces and maintained in many cases more as an ornament than for use They were of I course at times useful when it was i desired to hurl a great force In mass at the enemy but the brunt of fight ingwas done by the infantry which was considered the real force of war and that consequently to which thc greater attention In development should be paid It was the Confederate army which first showed to military men and to the world generally that in the rough riding reposed a force in which there were Immense possibilities of development The awakening came one morning when Gen Stuart with a small body of roughriders rough-riders swooped down upon the Union army 100000 strong encamped In front of Richmond broke down the Federal f outpost drove Its reserve a squadron of cavalry into camp and after Inflicting Inflict-Ing much damage upon the Union camp left It demoralized and rubbing its eyes in astonishment and chagrin and escaping before a pursuing force could be organized That happened in May 1862 It opened tho eyes of both armies to the possf hllltles of tho man on horseback and each side was quick to take advantage of the suggestion which Gen Stuart and hIs daring horsemen so emphatically Impressed upon the sensibilities of tho Union army before Richmond The development de-velopment of tho rough rider has progressed pro-gressed steadily from that day to this How gloriously he showed his metal in the late war with Spain and how gallantly gal-lantly he is doing It today In the Phil llpplnes and In South Africa arc matters mat-ters of recent history Such arc the heroicforebears of the rough rider school which has Just been established In the Shenandoah valley in Colorado Here has been found an ideal l spot for the development In young men ofall that Is brave and shrewd and free In this school of mature aided by all that Is hlghebt In education and science sci-ence the student will be trained In self reliance in quickness of decision Inaccuracy In-accuracy of Judgment and In a thousand thou-sand other things that help to develop young men Into the finished soldier Not only this but the life ho will be compelled com-pelled to lead will he such as will expand ex-pand his chest harden his muscles and put that sort of glow In his heart and In every fiber and nerve of his body aa can only bo gained by continuous exercise exer-cise In the open air and In a dry healthful climate In locating the enl en-l lIn1 > mcnt In tho Shenandoah valley Its medium altitude and fine climate were considered as well as the topographical peculiarities which make It an Ideal spot for such a school The student in this encampment will lead an outdoor life the whole year round He will live in a tent and his round of duties will be largely such as if he were actually a member of a scouting party or some similar body of rough riders In the Held He will ride he win hunt he will study he will drill all under the direction of competent and painstaking officers of the United Slates army It should not be understood that restraint In any respect re-spect unreasonable will be placed upon the student As service in d 1 rough riders rid-ers regiment Is characterized by Individual In-dividual freedom of action just so the life of a student at the encampment will bo characterized but under control and direction of the commanderIn chief chleTho encampment will open In June and the term of enlistment will be for one year The length l of service of course will be optional with tho recruit as there will bo no way to enforce compliance com-pliance with the literal torms of enlistment enlist-ment as to time It is believed however how-ever that there will be few deviations as the life of the recruit vIHbe one of such freedom and charm as to render him loth to change It Too much cannot be said in praise of the beautiful country in which the encampment en-campment will be placed A panorama of hills and dales heavily timbered and watered by streams of llmnid water from the snows of the mountain tops enjoying a salubrious climate and lit led in every way to be the abode oman o-man tho Shenandoah valley Is one of natures fairest garden spots Situated In San Miguel and Manltou counties In tho southwestern part of the State 400 miles from Denver and fifteen miles from a railroad these students of war and of nature will have as their roving ground a district thirtylive miles long and fifteen miles wide surrounded by majestic mountains Each man will be furnished an outfit similar to that used in the national cavalry cav-alry service for which he will have to pay Ho will have to pay for his own rations but that expense will be very light as the Shenandoah valley abounds 7 In wild game large and small Those who desire can
