Here then is the third chapter in the sad story unfolding today in the capitol: May 21 Secretary of Defense Wilson ordered which would reduce defense ex-penditures by over $4 billion. This action was necessary be-cause the U.S. Treasury was run-ning out of cash. May 22 Eisenhower stated that of the $2.5 billion House cut, about $1.3 billion "is not a cut at all. it's reducing bal-ances and funds that are re-serves under which the Defense Department operates." President If hower called this a "book-keeping operation" but said the other $1.2 billion is going" to cut directly into defense" and that he was "very hopeful the Senate" would restore "every bit of the money." May 21 Senate hearings be-gan on the defense bill with Sec-retary Wilson urging restoration of the House cuts and emphasiz-ing that the current defense dol-lar would buy only 88c of what the 1954 defense dollar would buy. May 29 The House voted 394 toSfor a $33.5 billion defense btVJpt after defeating a Repub-- missiles programs. June 28 Senate appropria-tions Committee reported a bill nearly $1 billion more than the House bill after extensive hear-ings. The committee found that "the Commnunist military might is continuing to grow" and that the increased costs of the new type of weapons necessitated the larger defense budget. July 1 During the Senate de-bate on the Defense bill, Senator Henry M. Jackson (D., Wash.) recalled that the $900 million the Senate Democrats had given the Air Force last year and which the Administration said it did not need, was "coming in mighty handy" now that the Defense Department was running short of cash. Senator Paul Douglas of Illinois enumerated examples of fallacious defense procurement practices. Sen.
