During the past year, the sales tax became the principal revenue producer in three new states Arkansas, Nevada and Pennsylvania. Pre-viously, the gasoline tax had been the major revenue source in these three states. Foundation analysts point out, however, that while the general sales tax is the most important revenue source for state gov-ernments, the property tax re-mains as the largest revenue producer for state and local units combined. During the 1956 fiscal year, the property tax produced $11.7 billion throughout the na-tion, compared with $3.6 billion in general sales tax collections. In further analysis, the report notes that income tax collections are the most important source of state revenue in a total of twelve states. Seven states re-ceive the severarance tax is the chief revenue producer. Last year, the sales tax pro-duced $23.4 million in Utah and accounted for 30 per cent of all state, tax collections. 0 been set up for Guardsmen. After an individual Guards-man has paid his automobile property tax, he may take the tax verification slip, registration card and fees to his local Nation-al Guard Armory. The papers and fees will be forwarded to the National Guard state headquar-ters, then to the State Capitol and the plates will be mailed to the Guardsmen. These arrangements have been made as a convenience to the Guardsmen, and as a control measure iln issuing the plates. The 1958 license plates will be available after Dec. 15. National Guard Will Receive Special Plates A special 1958 automobile li-cense plate for issue to Utah National Guardsmen is being prepared by the Motor Vehicle Division of the Utah State Tax Commission. Five thousand of the distinc-tive plates are now being manu-factured by the license plate plant at the Utah State Prison. The plates will carry the inscrip-tion "National Guard." They are before issued for the first time Maj. Gen. Maxwell E. Rich, Adjutant General of Utah, an-nounced thenew plate will allow Guardsmen to cross lines main-tained in case of riot, disorder or attack and will mark vehicles which may be commandeered in case of an emergency. The new licenes plates will also provide an "incentive" to join the Na-tional Guard.
