Show ON A TIE VOTE. THE FREE SILVER BILL ESCAPES DEATH BY THE NARROWEST OF MARCINS. (In a Motion to Table the Speaker Voted "No" and the Jiill tioes to the Calendar Cal-endar -The Next AIOvu of the Friends of silver. Washington, March 25. The silver advocates advo-cates are sadly demoralized by the weakness of their cause betrayed by last evening's proceedings in the house. They had all along been confident of a majority of thirty or forty. Bland will at once appeal to the committee rulos to set apart a day and hour for a further consideration of the silver bill, thus cutting off all intervening motions and forcing a vote. The anti-silver people will also appeal to the committe on rules for permission per-mission to refer motions, tlrst, to substitute an international congress, second, to recommit, recom-mit, third, to postpone till December next, and fourth, that a vote be taken first on the minority report for an international monetary mone-tary congress. The opponents of the bill claim this would be simply protecting the rights of the minority. The debate on the silver question closed at 5 o'clock last evening when Mr. Bland demanded de-manded the previous question. Mr. Burrows moved to lay the pending bill on the table, and the clerk called the roll on his motion. The excitement was intense as the call progressed. When the clerk completed the recapitulation, the speaker arose to announce an-nounce the result, "out, before doing so, directed the clerk to call his name, and then availed himself of his right to have his vote recorded in the negative, amid the deafening deafen-ing applause of the advocates of the measure. meas-ure. Mr. Wand, not aware that the speaker's vote had saved his measure from immediate annihilation, changed his vote from the negative to the affirmative, in order to have, an opportunity to movo Its consideration; but, being advised in a moment that it was defeated by a tic vote, again changed to the negative. Mr. Knloe of Tennessee suddenly strode into the house, and said that he desired to have his vote recorded, but the speaker refused, re-fused, Mr. Enloe having been absent at a session of the Investigating committee. Mr. Herbert of Alabama, w ho had also been absent, failed to get his vole recorded. The motion was lost by a tio vote of 148 to 148. Mr. Outhwaite of Ohio at once moved to adjourn. Lost 99 to 193. Mr. Johnson of Ohio moved to reconsider the vote by which the house refused to table the bill, and Mr. Bland moved to lay Mr Johnson's motion the table. The motion to table the motion to reconsider was rejected 145 to 149, aud the ontis applauded with vigor. The speaker stated that the vote recurred on the motion to reconsider, and Mr. Reed sprang to his feet aud demanded the yeas and nays, and the roll was called. The speaker, without ordering a recapitu-lailon, recapitu-lailon, announced that the motion to reconsider recon-sider was defeated by a vote of 148 to 148. The silver hill now goes on the calendar, but it is probable that the committee on rules w ill at au early day report a resolution for further consideration. |
