Show FAVOR STATE possession governors of the public land states go on record on land question 1 the governors conference which has been held recently in salt lake city adopted a set of resolutions which crystallizes crysta lizes the attitude of the western governors as to federal versus state control of public lands while all westerners will not agree agree with all of the ideas there advocated some of the points raised deserve recognition the resolutions follow we the governors of public land states in ii conference assembled believing that upon the administration of the laws governing the disposal of the public lands in a very large measure depends the future prosperity of our states do hereby agree to the fo lowing statement of what we believe should be the policy of the national government in the administration of the public lands 1 that the newer states having been admitted in express terms on an equal footing in all respects whatever with the original states no realization of that condition can be attained until the state jurisdiction shall extend to all their territory the taxing power to all their lands and their political power and influence be thereby secured 2 that as rapidly as the states become prepared to take over the work of conservation the federal government withdraw the bureaus from the field and turn the work over 0 to o the states 3 the permanent withdrawal of any lands within our states from entry and sale we believe to be contrary TO the spirit and letter of the ordinance of 1787 the policy which was followed for over a century and we urge that such lands be returned to entry and opened to sale as speedily as possible 4 dilatory action on the part of executive departments of the government in passing title to purchasers of public lands is unfair to the state as it permits purchasers to occupy the lands indefinitely without the state having power to tax them 5 we believe that the best development of those states depends upon the disposal of the public lands to citizens as rapidly as the laws can be complied with 6 bona fide homestead entry within forest reserve boundaries should be permitted in the same manner as on unreserved lands subject only to protest where lands selected are heavily timbered with trees of commercial value or known to contain valuable mineral deposits 7 that the government grant to the public land states 5 per cent of the public land remaining in each to be administered i by the states as the school lands are ar e now administered for the purpose of building national public highways 8 that liberal land grants de made madd for the purpose of establishing and maintaining forestry schools in the public ublia land states 9 that rights of way for all lawful purposes be granted without unwarranted hindrance or delay 1 10 that all mineral lands now withheld from entry or classified at prohibitive prices be reopened to entry at nominal prices under strict provisions against monopolization 11 that we express our appreciation of the splendid work done by the departments at washington in operation cooperation co wa ati tl the several states in experimentation and instruction this assistance has been most valuable in the education of our children and the development of our states and we commend the same principle to the administration at washington as being alae most feasible plan for the present advancement of true conservation 12 we believe that the national government should provide for expert experimental work in the solution of the mining problems of the mineral states in the same manner that the agricultural department now assists the farmers in solving the agricultural ri cultural problems 13 we believe that the speedy settlement of these public lands constitutes the true and best interests of the republic the wealth and strength of the country are its home owning population 14 the best and most economical development of this wes western L ern territory was accomplished under those methods in V vogue when the states of the middle west were occupied and settled in our opinion those methods have never been improved upon and we advocate advocat a return to those first principles of vested ownership with joint interest and with widely scattered individual responsibility classifier and hardinge tube mill which will replace the huntington mill which was used for re grinding the tailings from the stamps the huntington mill was found unsatisfactory on account of the difficulty of regulating the feed and the low capacity the new installation is expected to increase the capacity of the mill to tons a day dividends one to ten have been paid since may 1907 resulting in the disbursement of out of net earnings of the gross
