of the pas passage passage passage sage of such statutes which really ac aco accomplish accomplish their t purpose and indicated the very great ability and the very great judicial knowledge edge of the men who drafted the system of law But we come from an Anglo Saxon ancestry and we have Ilave adapted the system which prevailed in England and which I continues with us When we need addi additional additional additional room to our legal structure we will put it on we will put it on by way of an anI anI L I We Ve dont ordinarily pay much atten attention attention attention tion to its systematic relation or its ar architectural architectural architectural relation rather to the main building and so I it t is in fn English history and in the development of English law that you find a structure that is Ia very hard to describe as symmetrical and yet it grew up to meet the needs of the com community community community They think it was necessary to reform their entire system every time they made an amendment and so IN they went on making amendments to meet the various phases pha es that experience showed shoed they needed to have That is the case ca e with us In regard to all these new situations which we are called upon to meet In Early Days In early days it was wall not necessary nece eary for forus forus forus us to take advantage of the commerce clause of the constitution in order to pro anybody The state traffic was far In a way the most important that the merchants had and the interstate traffic except upon the sea by coastwise vessels was really not worth mentioning But now It has grown so that the Interstate traffic has reached 75 iS per cent in every state of all the traffic In the state or out and hence it has haa become necessary Continued on
