| Show MR N E QUICK ANO AND AMICABLE SOLUTION OF differences WITH MEXICO EXPECTED do de facto government advised that united states Is ready to exchange views as to practical plan of settlement of controversy washington inception of the diplomatic conversation which it la Is hoped will result in a settlement 09 0 differences between the united states and the de facto government ot of i mexico awaits a suggestion from general carranza Cir ranza as to how bow they should proceed state department officials believe more can be accomplished through informal conferences between eleseo arredondo maxian dor designate and frank L polk acting secretory of state than by a mere formal exchange of views they are willing to accede however to some other plan should the de facto government propose it mr arredondo transmitted to his government on july 7 a bri brief of and friendly note handed to him by secretary lansing expressing gratification over the turn affairs between the two governments have taken and accepting proposals for diplomatic settle cent of points in dispute the communication was approved by the cabinet before it was sent to the mexican lex ican embassy the text follows sir I 1 have the honor to acknowledge the receipt of your communication of july 4 1916 in which you transcribe a note addressed to me by the secretary of foreign relations ot of your government and to request thai tha you will transmit to him the following reply sir fr secretary I 1 have the honor to acknowledge the receipt of your courteous note transmitted to me by senor arredondo on the ath instant in which you refer to my notes of juno june 20 and june 25 and to assure you of the sincere gratification of my government at the frank statement of tee difficulties which have unfortunately arisen in our relations along the international ter boundary and the unreserved expression of the desire ot or your government to reach an adjustment of these difficulties on a broad and amicable basis the same spirit ot of friendship and of solicitude tor for the continuance ot or cordial relations between our two countries inspires my government which equally desires an im immediate mediate solution of the matters of differences which have long vexed both governments it is especially to my government that the de facto government govern mert of mexico Is disposed to give quick as well as pra practical edical consideration in a spirit of concord to the remedies which may be applied to the existing conditions reciprocating the same desire the government of abe united states Is prepared immediately boex to ex change views as to a practical plan i remove finally and present a rence of the difficulties which have been the source of the controversy accept mr secretary the renewed assurances of my highest consideration I 1 am sir yours very sincerely signed ROBERT LANSING |
