Sec. 4 Any person who shall wilfully, wil-fully, or carelessly run a vehicle against a fire hydrant, or otherwise wilfully or carelessly injure the same, or draw, or attempt to draw water therefrom shall be subject to a fine of not exceeding one hundred dollars, and bo liable for all damages done to said hydrant. Sec. o Wrenches for fire hydrant shall be furnished by order of the City Giuncil to the Firo Department, for their use, and to such other persons per-sons as may be deemed proper by the Council, and any ollicer, or member of the Fire Department, or other person having charge of one or uaoro of said wrenches who shall permit the same to be taken from their place ol deposit, or to be used for any other purpose than the extinguishment of tires, shall be liable to a fine of not exceeding fifty dollars for each 1 offense. Seo. 6 Whenever any person de- ; sires to obtain a supply of water from the City Waler Works bo shall make application therefor in writing to the 1 Mayor and sign an agreement, that he will be governed by such rules and ' regulations not inconsistent with this Ordinance as may be prescribed by the -Mayor for the control of the water 1 supply; said application must state ' tbe location, kind of building, num- ' bar of rooms, and the entire area of 1 grounds to be supplied, and fully and ' liuly state all the purposes for which t the water is to be used. i Sec. 7 When application is made by a tenant, it must be accompanied by the signature of tbe owner of the L building consenting to and authorii- c ing the introduction of water into such t premises, and expressly agreeing to ' the rules and regulations embodied in c the application and to tbe provisions ' of this Ordinance. f Sec. Sec. 9 To each service pipe there shall be attached, at ttie curb, a stopcock stop-cock and key box, which shall be paid for by the consumer, and be under the excluaive control of tbo Superintendent. Superin-tendent. Sec. 10 All service and other pipes used underground shall be of cast iron, extra strong lead or tin lined lead, and laid not less than four feet below the surface, and all pipes for water bttpply, whether inside or out side, shall be of sufficient strength to stand the water pressure, and all such work, alterations or extensions thereof, there-of, must be done to the acceptance of the Superintendent. But no extension exten-sion of a consumer's attachments shall be made without first obtaining a license therefor. Sec. 11 It any water consumer shall permit any person from other premises, or any unauthorized person to use or obtain water from said consumer's con-sumer's premises or water fixtures, whether inside or outside of his building, build-ing, the supply of water may be cut of! and the amount paid forfeited. Sec. V2 All persona taking the water shall keep the service pipes and connections, leading to their premises, auoVlbeir own apparatus in good repair re-pair and protected from frost at their own expense, but no person, except under the direction of the Superin- tendeut, shall be allowed to dig into the street or sidewalk lor tbe purpose of laying, removing cr repairiug .any service pipe. Sec. 13 If any cousumer shall waste any water, or allow it to be wasted by nethgeuce, such as imperfect imper-fect stops or valves, or leaky joints or pipes, or allowing tanks to leak or to overflow, or waslefully run it through basins or other apparatus, or use the water for purposes oilier than stated in tbe application aud license, or in violation of the rules and regulations for controling the water supply and the provisions of this ordinance, the waler shall be cut off from such consumer, con-sumer, and all payments forfeited, unless such person shall promptly pay such additional charges as may be imposed. Sec, 14 Whoever, by himself, family, fam-ily, servants or agents, sball use the water coming through the water mains without first obtaining a license there-lor, there-lor, or Bhall without authority open any Btop cock, valve, or other fixtuie attached to the system of water supply, sup-ply, or shall in any wise injure, de-lace de-lace or impair any part of any appurtenance appur-tenance ot the water works, or shall cast anything into any reservoir or tauk of the said work?, shall be fined not exceeding one hundred dollars for each offense, or by imprisonment not exceeding six months, or by bolb fine and imprisonment. Sec. lo Waler consumers shall I net take the water from the inside of' a building-or allow it to be taken or run by hose or otherwise into a yard, ganleu or sidewalk lor watering or sprinkling, except when grauted in the license aud paid for accordingly, and no cydrant or apparatus for drawing water shall be placed iu any yard whore it will be accessible for unlicensed persons to draw water tlierelrom. f Sec. Id If any person, after the water has been turned oil from his premises, on account ot non-payment : of dues, or violation of the rules and , regulation pertaining to the water supply, uiiitll turn tho water on again, or uso or allow tho water to bo used without authority, ho shall be fined not exceeding fifty dollars for each ollm:ne. Sec. 17 Fountains and sprinklers for lawns, gardens, yards or sidewalks side-walks shall not be operated during a fire. No fouutaiu attachment shall ho greater than hulf an inch in diameter, ami no fountain shall play more than six hours per day, during t.'io months of July, August and September. Sept-ember. There shall be a stop cock to each fountain attachment, which ahull be controlled by the Superintendent. Superinten-dent. Sec. IS Sprinklers lor lawns, gar-dona, gar-dona, yards and sidewalks must be j UBCd only Tor tho purposes expressed f in the license; and no sprinkler shall - be used for sprinkling the street outr . side of the sidewalk, unless such privilege is included in tho license and paid for accordingly. Sidewalks, ' windows aud fronts shall not be sprinkled except between the hours of 0 and CJ a.m., 1 and 2 and 6 and 8 p.m. No nozzle for sprinkling shall be larger than one-fourth inch in diameter, and no license for a sprinkler shall be issued except in connection with other water service. Sec 1J Sprinkling wagons and wagons for the delivery or Bale of waler must be filled from hydrants erected for that purpose, and shall be regulated and controlled by the Superintendent. Su-perintendent. Sec. 20 Steam boilers will not be allowed to fill from the pipes direct, but must be provided with a tank and supplied therefrom. Sec. '21 Watering troughs for animals ani-mals will not be allowed a constant tlowof water, but will only be allowed to use such quantity as wilUupply the actual wants of the stock having access thereto. Neither will continuous con-tinuous streams of water be permitted to llow from hydrants, faucets or slops over washbasins, water-closets, or urinals, or from any apparatus for drawing water. Sec. 22 Free access shall at all ordinary hours be allowed to the Superintendent Su-perintendent or other authorized person per-son to all places supplied with water, to examine the apparatus, the amount used and manner of using water, and any consumer violating I any ol the rules and regulations controlling con-trolling the water supply shall forfeit all payments made and the rignt to the use of the waler. Sec. 23 The City Corporation shall not be held liable for damage to any consumer by reason of a stoppage or interruption of his water supply, cius'id ty scarcity of water, accidents to the works or water mains, alterations, altera-tions, additions, repairs or other unavoidable un-avoidable cause, beyond a pro rata reduction on his license during such stoppage. Sec. 24 No telegraph post, hitching hitch-ing or other pest shall be put down or set within four feet of any water .tercice pipe, nor within six feet of any water main pipe, except on a written permit from the Superintendent. Sec. 25 Wherever the water mains are laid, no person shall be allowed to convey the waters of City Creek fro-a any ditch or place by private pri-vate pipe for fountains, domestic, mechanical or other purposes except the ordinary irrigation of lots, under direction of the Watermoster; nor shall said waters be hereafter diverted di-verted from the ordinary irrigation ditches for the supply of steam boilers or other mechanism, and all resolutions, resolu-tions, ordinances and permits allowing allow-ing any person to convey the waters Dt City Creek or any part thoreof from tbe ordinary ditches by pipes for any use or purpose whatever, wherever the water mains are laid, ire hereby repealed. Sec. 28 The water rates established estab-lished for steam boilers, baths, water closets, urinals, sprinklers and other specific purposes, when located on the same premises, where houses, stores cr hotels are supplied, are addi-tioual addi-tioual thereto, must be so specified in the application for water license and paid for accordingly. Six. 20 Any person violating any of tho provisions of this Ordinance, whore the penalty is not herein other-wibf! other-wibf! provided, shall on conviction billable bi-llable to a fine of not exceeding fifty dollars for each offense. Sec. HO Nothing herfin contained ohall prohibit the City Council from amending, altering or adding to the provisions of this Ordinance in relation rela-tion to the water supply or the rulos and regulations which may br-adopted br-adopted in conformity therewith; Provided, that no alteration in water rates shall apply to any license issued or contract made with a consumer, under this Ordinance, until aflor the expiration of such license or contract.
