Tribune's Washing-ington: Washing-ington: Governor Warmouth has at the request of the president submitted submit-ted his views concerning the proper mode for the adjustment of the Louisiana Louisi-ana difficulties. It is in effect that the Louisiana constitution makes the legislature tho sole judgo of the qualification quali-fication of its members. Louisiana lawyers gravely doubt whether the returning board, which is specifically clothed with jurisdiction over the electoral vote, has authority to pass upon tlio credentials of the legislature. legisla-ture. Warmouth admits tho right of the board to do this as to the uncontested un-contested seats, but not as to contested, con-tested, and proposes that senators and representatives whose seats aro uncontested shall meet and pass upon the contested ones, regardless ot tho returning board; that then both houses meet and jointly canvass I the returns, and declare the vote for I governor. This plan would give the 'republicans, on joint ballot, a majority ma-jority of twelve, but Warmouth is confident a fair count would thus be secured, and Nicholls bo declared governor in a constitutional ana legal way. Warmouth and friends think this adju3tant will be decided on by tlio cabinet on Monday or Tuesday, and that the vice president, with a committee, will go to New Orleans to etlect the compromise. Troops cannot, of course, be withdrawn with-cut with-cut au adjustment. |
