Show TELEGRAPHIC The KusainiiH and Uohuiu-uIuum. Uohuiu-uIuum. Loudon, 7. A PeBlh dispatch says: A telvgram received here auuounceB that the comiutindant at Agram has published an ajrder forbidding any member of the reserves to leave his plare of residence. Bucharest in about to be proclaimed in a state of siege. Tho KtiBdian police, owing to the reputation of llitit mania as a gathering gather-ing place for Poles and other turbulent turbu-lent chsractem, deemed it necessary to take even more than the usually severe precautiona for the safety ot the czar, an weil as sending a hoBt ot aeeret police. They demanded the unlimited right of arresting suspicious individuald. The Kounianian government gov-ernment refuued to graut this because it wua iu direct violation both of the Husio-Rou mania n convention and the constitution of the country. Grand Duke Nicholas manifested his displenBure at the refusal by taking no notice of the prime minister and foreign minister when they went to meet him on the occasion of his last visit to Bucharest. The Roumanian government, though it has yet made no sign of yielding, will probably compromise by consenting to pro-eluiin pro-eluiin a state of siege, whioh would permit the exceptional measures desired de-sired by the Russians. The Russians are complaining ot the ill-will and dilaiorineas of the Roumanian authorities. |
