A communication was ruceivid from the house couourring in the council amendments to II. F. '26, "providing for the purahaau of rocoid books, etc, (or the dintrict coiiits." Councilor B. S. Smith reported back H. F. 23, "to amend seciiou 163 of the compiled laws of Utah," with out amendments. ( Said bill wu lakcu up on its secoud reading, then on its third reading by its tide, the title was then read and the bill so parsed and was returned to the house. A message from the house was received, re-ceived, announcing that that body had appointed Mers. Rockwood and Pace u uonlerenoe committee to con- : aider section 5 of 0. F. 10, "amending "amend-ing the charters of incorporated cities." Owing to the absence of Councilor Smoot, the president appointed Uoua-cilor Uoua-cilor HarriuKtou to act with Councilor Kaleigh on the conference committee to coouider said section. Councilor Snow reported from the committee on claims aud appropriations, appropria-tions, recommending an appropriation appropria-tion of $500, to bo drawn by the commissioners te locate university lands; also recommending that the report of tbe cummissiouerd be referred re-ferred to the committee on public domain and school lands, with instructions in-structions to inquire into the feasibility feasibil-ity of making these lands available for the purpose intended, and report by bill or otherwise. Report accepted, recommendations adopted, and the reports were referred to the committee commit-tee on publio domain, etc, and the iiim of $1300 ordered to be ineerled iu the appropriation bill. Councilor 8. S. Smith was added to the commit' tee on publio domain f r the consideration consider-ation ol said report. Councilor E. Snow also presented 0. F. 26, "amending the charter and reducing the boundaries of Washington Washing-ton city," which was read and pasaed and aent to the house. Councilor Burton moved that the committee on public domain and school lands be instructed to investigate investi-gate tbe subject suggested iu the reports of the territorial school superintendent super-intendent and chancellor of the University Uni-versity ot Deseret in relation to school lands, if by any Action ou the part of the legislature they can be made available. F. 27, "amending seciiou 2,193 of the, compiled laws of Utah," which was taken up and passed its first reading; i it was taken up on its second reading, i pending whicn it was referred to the committee oj agriculture, trade and manufactures. Councilor Thatcher moved that Councilor Thurber be added to said committee for the special consideration considera-tion of said bill. Carried. Councilor E. Snow reported from the committee on claims, etc., that tbey had inquired into the petition of ei -Territorial Marshal McAllister, asking au appropriation of $4,750, ,and recommended such relief as the legialature, in thbir clemency, can allow, ' The report was acoopled and the sum of $2,500 was ordered to be inserted in-serted in the territorial appropriation bill for tbia purpose. Council took a recess till 2 p.m. 2 o'clock p.m. Council resumed- its session. A message was received from the house, stating that that body had passed C. F. 26, "amendint the char ter aud boundaries cf Washington city," with amendment. Said amendment was read anil concurred con-curred in. A communication was received from the house announcing the patsage by that body of C. F. 11, "criminal procedure," pro-cedure," with amendments. Said bill was read and referred to tbe committee on tumoral rusources. On motion of Councilor B. S. Smith, the enrolling committee were instructed in-structed to engige such additional help as they may deem necessary to assist in enrolling the bills now ready, Counoilor Snow presented the following fol-lowing concurrent resolution: Resolved, by the governor and legislature legisla-ture of the territory of Utah, taat the auditor of public accounts is berehy authorized au-thorized to rent the room on the firsL floor of the east end of tbe Deieret bank building for an oflieo of the auditor of lublic accounts, territorial treagurur, recorder re-corder of marks and brandi and for the territorial library; provided, that ths real docs not exceed jOOO a year. Adopted and sent to the house for concurrence. A communication was roceived from tbe house, announcing the passage pas-sage by that body of H. F. 33, amending section 1399 of the compiled com-piled laws of Utah. Baid bill was read and referred to the committee on judiciary. ; Minutes read and accepted. Quorum present. Prayer by the chaplain. A message was received from the 1 council, concurring in all the house amendments to C. F. 9, "to provide tor the adoption of children." A message was also received from the council announcing the passage by that body of H. F. 26, "for purchasing pur-chasing record books, etc.," with amendments. The amendments to H. F. 26 were read and adopted and the council was notified accordingly. A messnge was received from the council askimf a committee of con ference on section 5 ol C. F. 10, "amending charters of incorporated cities," and stating that Councilors Raleigh and Smoot had been appointed ap-pointed on thp pirt of the council. Messrs. Rockwood aid Pace were appointed on the part of the house as said conference immittee. Mr. Pace rba.rman of the special , committee tn consider "no act to punish frauds in sampling uaJ assaying assay-ing ores," etc., reported a substitute therefor and asked to be relieve 1 from further consideration of the subject. H, F. 31, "supplemental to the peual code," was read the first time, and was adopted as a substitute for H. F. 15. H. F. 32, "to protect and encourage en-courage bee culture," was read the first lime, and laid on the table to come up in its order. Mr. Farr reported a substitute for H. F. 2y, "in relation to verdict of jarors in civil cases." The substitute, H. F, 33, "amending "amend-ing section 1399 of compiled laws of Utah," was read the first time and adopted as a substitute for H. F. 29. Read the second time by Bcotions, amended, and read the third time by its title aud pasaed. A message was received from the council, concurring in iho house amendments to C.
