When the governments so invited, or any three of them, shall have signified their willingness to unite in tho Lame, the president shall, by and with the advico and consent of tho senate, appoint ap-point three commissioners, who shall attend such conference on behalf of tho United SUtca, and shall report the doings thereof to the president, who shall transmit trans-mit the same to congress. Said commissioners com-missioners shall each receive tbo sum of two thousand five hundred dollars, and thilr rcaonable expenses, to bo approved by the secretary v- stale. The amount necessary to pay such oom-peniition oom-peniition and expenses is hereby appropriated appro-priated out of any money in the treasury not otherwise appropriated. Sec. 4.
