On reaching the state hsuse, bowever.he was informed by Foster that the council had decided de-cided otherwise, aod he could not be . permitted to see them. Harris then sent a letter to tbe governor and council reciting Ibat he is senator elect from the district cf Washington County, according to the returns of several towns, as published in Sep- lembr. and that on Tuesday iaft he addressed a corn aiunicat ion 1 to the board asking permission to examine the official returns with the view to correcting errors therein if auy were fnuni, claiming this as hie right. He further sajb, after waiting three days without an answer to his communication be ia informed that be cannot be permitted to inspect in-spect the returns. He now requests lo be furnished with a statement of the errors in the returns from the County of Washington in tbe vote for senator, if there be any, ia order that be may at once have the necessary corrections made, in accordance with the lawa of the state. Foster informed Harris that he did not regard tbe council as under any obligation to withhold certificates of election onder the twenty day order, but that certificates cer-tificates might all be issued to-day or to-morrow if tbe governor and council should see fit to so order. The chiet interest in the case is to-day transferred trans-ferred to Bangor, where proceedings are being initiated beore Chiel Justice Appleton to test the question of the right ol candidates and their attorneys to see the election returns. |
