Councilor Harrington, ohairman i f the committee on judiciary, reported hack C. F. 18, the j -iry bill, with amendments, which wera ruud and the bill passed it second reading, and was rwad the third time anil amended, and the bill was punned : d sent to the house. 0. V. 15, "appointing a Bpeoinl commission to (Kline the boundaries of Morgan and Davis counties," came up in its order, and the house amend mums wnrt coucurreu in. C. F. 20, "supplementary to an act creating the othee of selectman," was taken up and laid over for tlie present. pre-sent. A message was received from the house announcing the passage by that body of H. F. 20, "providing l'.r the purchase of record books, stationery and sales, fir the district courts." Also one reporting the revenue bill back to tha council. Council took recess till 2 p.m. 2 o'clock p.m. Council resumed its session. H. F. 18, the revenue bill, was taken up for the consideration ol amendments not concurred in by the house. The council concurred with the house amendments to certain amend-1 moots of the council and receded from I others objected to by the bouse, and I asked a committee of coufTenop nn those amendments not reiinded Jruui. Councilors Burtou and Thurber were appointed a committee of conference con-ference on the part of the council. . A potition was presented by Councilor Coun-cilor Thatcher, to change the names of William F. LU tie wood nni his minor children to that of Rigby, ac companied by a bill fjr an ant "to change the names of persons herein ; enumerated," which was rend and I passed its first and second readiugs. Coiiiieilor Thatcher presented G. F. 23, "hill for an act to amend an act providing for tha establishment and support of district schools, etc.," which whs read and relorred to the committee on printing, with instructions instruc-tions to print seventy-five copies. A communication from the chancellor chan-cellor of the Dteeret university, iu eluding his resignation as chancellor, and accompanied by a report of said university, was received and read. I he , report was, the house concurring, j ordered spread on the minutes, and printed with the report of the territorial terri-torial superintendent of district chooU. 1 The subject matter of said report was referred to the committee on claims and appropriations. Wills. C. F. 20, "supplementary to an act creating tha office of selectman, etc.," was taken up and the house amendments read. On motion of Councilor S. 8. Smith the aaid amendments were concurred in, and tbe first section of tbe bill was reconsidered, and an addition made to that section, and the bill forwarded for-warded to the house. A communication was received from tha house, announcing that that body had appointed Messrs. I.vman. Preston and Milner a com mittee of conference on the amend- mants to H. F. No, 18. A communication was received and 1 read from the house, as follows: The house has pasod the following: Resolved, tho couocil concurring, that 200 copies of the financial reports of counties ho printed in pamphlet form for distribution, by tho auditor of puWlic accounts, for the members of the legislature, legis-lature, and territorial and county officers. Onmontionof Councilor Thurber, the council concurred in 'the above resolution. A message was received from the bouse that that body had passed H. F. No. 16. The report of commissioners to locate university lands was then read, and referred to the committee on claims and appropriations. Councilor Smoot presented the following fol-lowing report: Your committee on elections to whom was referred C. F, No. 13, "a bill for an act to provide for special election, etc., herewith report tha ganio back amended, and ask that it be put on its passage as amended. C. F. 13 was then taken up and read aa amended by committee, and passed its second reading, and taken up on its third reading by its titla, the title was read and amended, and tbe bill ao passed and was nent to the house. H. F. 26, "providmg for recoru books, stationery and safes fjr district courts, etc" was taken up, and referred re-ferred to the committee on claims and appropriations. H. H. 16, "bill in relation to smelters," etc., wae then taken up, road, and rtferred to the committee on mineral resources. Councilor Harrington presented proposed amendments to "an act amending certain sections of the compiled laws of Utah," which were read and passed by tha council, and the house notified. A report of the Hooper Irrigation compauy was read, selling forth that a tax of $1-50 pr acre had been assessed lor repair?, improvements and extousion of the company's oanal for the year euding July 31st 1S7S; that 350 acres had been added for water claim, and that tbe cost for such land would be $21.85 lor first-clnas first-clnas and $10 85 for second class per acre The length of the main canal ifl seventeen and half miles, and that ol the hraurh six and a half miles The coat of construction for the main canal, including repairs, 1 coat of right of way, etc., was, ts July 31, 1878, $100,725. Mr. Lyman reported from tho com-j com-j mittee on revenue, that the financial reports of the several counties of the territory had been received, and asked to know the pleasure of the house iu regard to Ihnso rsporls. Mr. Lymftu moved that the committee com-mittee ou claims aud appropriations be instructed to inquire inlo the propriety pro-priety of inserting the sum of $470.55 iu the appropriation bid for tbe relief of William H. Loe, ax-asscasor and collector of Tooele county. Referred to the committee on claims and up propriatious. Mr. Young presented a bill fjr an act amending section 1152 of th compiled com-piled Uwu of Utah, which was rnd the first time and laid ou tho table till CAlled fur. Mr. Pace moved that 200 copies of the financial reports of the counties be priutod in pamphlet form, for distribution dis-tribution for tbe information of the I legislature and territorial and county offirers. F. 15, "appointing a special commission to define the boundary of Morgan and Davis cuunties," etc, including that chang' ing tbe title of the same. The report of the auditor of public accounts, accompanying the report of William Snow, probate , judge of Washington county, of amounts paid I for work done on the Rio Virgen bridge, the total of which wan $2,092.85, against which $2,592.20 had been paid in auditor's warrants, showing a balance still standing to the credit of said bridge of $103.80. The report failed to show haw near said bridge was to completion. Mr. Preaton reported back H. F. 16, "referring to smelters, etc.," with amendments; read, and passed; title amended. Mr. Hatch presented a petition from T. Booth and forty-five others, of Summit couuty, to change the line of boundary between Summit and Wasatch counties. Read and referred to the committee on counties. Mr. Rockwood reported a remonstrance remon-strance of Levi Payne and seventy-four seventy-four others, against an id petition. Report accepted. Mr. Brown reported back H. F. 21, for an act " for licensing auction- j cers, traveling merchante, eta.,' ' with amendments. Amendments! considered and the bill .'aid on the ; table indefinitely. The following was received from the council and read: The council concurs in all youramend-ments youramend-ments to council amendments to U. F. 18, "reveaue bill," and recede from those nou-coDcurred in, except the provision to section 20, also striking out the words "assessor and," tho insertion of "in full," line one, section 20. Councilors Bur Ion aDd Thurber are appointed a committee on the part of the council to consider the Eame, and we aek that a like committeo or the part of the house be appointed. Messrs.
