The house committee com-mittee on Indian aflaira, to whom was referred the bill for the organization organiza-tion of a territorial government over Indian territory, reported to-day that they find no authority which will justify such action, but on the contrary con-trary find in treaties with the Indians Occiim-inc f h-it mnntr.. Jr. r congress on the subjects, and in the opinion of the Supreme court interpreting inter-preting the sume, much which expressly ex-pressly forbids the legislation proposed.
