Anthony naid the collector of customs mentioned in the memorial was not appointed by bis advice, but as he knew him to be a competent man lie did not think it necessary to object to his appointment, merely because ho was a rotative. Edmund moved an amendment by substituting $5 for $10. The committee's emendment waB then adopted 31 to 21. The section making silver coins of 25c. and under receivable for postage 1 stamps in sums not exceeding $3 was' stricken out. Conkling's amendment to the third section, to substitute the words "silver coins of United States of smaller denominations that $1," lor the words "fractional or subsidiary silver coins" was adopted.
