Show A GOOD BILL, Representative Grover has introduced intro-duced in congress a bill which strikes more directly at the Chinese question, and with less injustice than auy measure mea-sure yet proposed. The bill provides that no person not a citizen or who has not declared his intention to be come one, shall be employed upon any of the public works of the United States. The penalty imposed upon a contractor or officer for the employment employ-ment of such labor, shall be tho lor feiture of all money? paid or contracted con-tracted to bo paid for the labor, the amount to be withheld by government govern-ment from any sum due or payable on account of such public wort.
