Chicago, 5 Tribune's Washing ton: A letter from a tederal officer in Idaho to a member of congress now here, gives the particulars of the last Indian outrage na follows: "On tho evening of tbe 24th of February, Ihe town of Loon Creek, Idaho, was attacked at-tacked by Indians.
