Following is the text ' of the report of the grand jury, who have been investigating the accounts jOf the United States marshal: I To His Honor, Jacob S. Bvreman, Judyeofthe Stroud District Court, I in and for the Territory of Utah: J We, the grand jury, empanelled for the December term of the Second district court, in pursuance to your honor's instructions) to investigate i and enquire iuto all matters pertaining pertain-ing to the books, documents and j official records of public officers, after -a thorough examination of the United Suits marshal's books, and duplicates of accounts rendered, and now on file in the clerk's office of the I Second district court, respectfully submit, as the result of our labors, the j following statement audrcpoil: I We fivd tho United States credited cred-ited by a draft on the 'United i Slates treasurer, dated July Sth, 1875, ; $lo, 200.00, by an act of congress j approved March 3d, 1S75. The above i sum or draft was drawn for the pur-'pose pur-'pose of defraying the territorial expenses ex-penses in the Second district court of this territory. We find the following accounts current rendered by the United Uni-ted Suites marshal for the July term, 1875: To compensation for petit jurors, $7.1(5. To compensation t f witnesses $2,- 192.10. To compensation of marshal, $2,-536.76. $2,-536.76. To expenses of supply to prisoners, $1,929.25. To audited expenses of court, $1,-0-13. S3. To marshal's commission on disbursements dis-bursements exclusive of abstract Xo. 4, $11S,02. Total, $S,o56.1S. Tiie account current for the September Sep-tember term of the court presents the-following the-following total of expenses, $1,514.37. The figures show that there is still a balance due to the United States, by taking these accounts on their faces, of $3,129.45. We have examined witnesses and jurors whose names appear on the jury rolls for the July and September terms of the court, and so far as our examinatien goes we find that none of them, witnesses or jurors, coming before us, have received any pay or compensation whatever for services rendered, and : attendance ou the said court during dur-ing tho July and September court terms, for their time and services so rendered on the part of the territory, and for territorial business. Wft havf nUr, minwl n (TV -era of the court and guards to prisoners, and they also testify that they have received no pay or compensation for such territorial business, although wc .find ll.e vouchers show receipts in full for such pay to the United States marshal. The means and time are not at our command to further examine witnesses and jurors in relation rela-tion to the compensation of any they have received from the United States marshal, but from the uniform and corroborating testimony of those who were brought, before us in person, we seriously infer that others who have not been examined would report a like state of facts in their respective cases, and if such be the case wc are forced to the cuiclushn that very little of the $13,200 appropriated to the Second district court, by the act of congress approved March 3d, 1S75, has been used and expended lor the purpose for which it was given. We find in our examination of the books of Deputy Marshal Stokes that they are regular aud correct, showing , the records ol all eurag paid to him, ; and disbursements of the same. We will pursue our investigations and examinations ex-aminations of the accounts aud documents docu-ments of public officers more dili-i dili-i gently at some other time, but at this sitting we are necessitated to stop with this report. Wc would further ask leave lo speak of the impossibility of running and upholding the dignity of the court so long as the deplorable state of tilings continues, ol alt and every 1 one complaining that they can get no pay or compensation for their time and sen ices in attending on this court. The Second district is about Hooded with worthless certificates in the hands of jurors, witnesses and officer?, on which they cannot get a cent. Such a shite of ailairs is very much to be deprecated, and should be checked at Ilie very earliest season. If it continues wo must apprehend that it wilt be impossible for our court to run; that crime and criminals crimi-nals will so un whipped of justice, and the dignity of the law remain and continue unvindicated. We, the undersigned, members of the grand jury for tho December term, 1875, of the Second district court, recommend that the above report be published in the Salt Lake Tribune, and Beaver Enterprise. At the theatre this evening the new panorama, "Across tho Continent," painted by Messrs. Lambourne and Kirkham, will be exhibited to the public for the first time. Tins work has already been briefly described in the IIvkaI-O. As an effort by home artists it is well worthy the favorable consideration and patronage of the ! citizens of Salt Lake, aud we hope to :see a full house at the theatre to- night. |
