Show CIVIL WAR. From our telegraphic reports, it will 30 seen that there actually exist, in the unfortunate State of Louisiana, all the conditions of civil war. The forces of Kellogg in attempting to inaugurato their officers in the parish of St. M;ir tins, as well an in other parishes, have been rcaisted by tho citizen organizations organiza-tions and a collision baa ensued. Whatever What-ever troops have reached St. Martinsville Martins-ville are aaid to be out off from reinforcements, rein-forcements, tho only mode of acoess being through the bayou of Teche, which is reported under surveillance by well organized bands of citizen. A Brawhear city dispatch says forty-eight of Kellogg's metropolitans arrived there yeeterday and could find no shelter shel-ter save in negro quarters. They havo orders to go to St. Martiosville but can rind no transportation, all boats being stopped and guarded by citizens "It ia generally suppoaed an engagement engage-ment took place last night," says our Now Orleans telegram. This is a startling Btato of affairs surely. It indicates in-dicates that, despito the support of federal bayonets, tho ursuping government gov-ernment of Kellogg is not to bo quiotly and tamely submitted to by tho people of Louisiana, and is ono of the most serious as well as disgraceful consequences conse-quences of the policy, or lack of policy, that has characterized the whole treatment treat-ment of political troubles in that Stato. "American civilization rests all of its hopes upon reason," says some great philosophical writer. What is to be tho result when every consideration that reason and judgment would prompt, is so wholly ignored in tho management of a difficulty, of so great momont to the country, as is tho oase in this Louisiana complication ? The only true solution of present and future fu-ture political difficulties is to be found in a philosophical study of their causes, and a dispassionate and statesmanlike treatment, and the sooner the federal government loaves to the oitizens of Louisiana the management of its own affairs the sooner will oome peaoo and good will. If tho United States troop are to bo of any use let them aid ir scouring the Kellogg government t just trial for usurpation by the jurj boforo which it is to bo summoned t( appear. |
