The excuse for this is readily found in the annoyance received from these nomads by the Russian advance against Khiva. There appears to he nothing very .-I a riling in the announcement an-nouncement thai the Turcomans must be punished: but when inquiries are made as to who these people are, where do they live, how many are they, and how much are they to be varnished, then the indefinite indefi-nite amount of the information derived de-rived from the mild announcement begins to be realized. The Turcomans Turco-mans occupy the whole ofC'entral Asia from Ihc Caspian Sea to the Sea of Aral, and number several millions. They are wandering Arabs, having no cities, and no fortifications, and to "punish" them, or a portion of them, must prove an undertaking of 'immense 'im-mense proportions. How it is to be done Ku-sia does not vouchsafe any information. To outsiders the movement move-ment looks like part of a studied plan fc extend the power of the Czar farther far-ther and still farther toward the Orient. Whether it be so or not. time will develop. It certainly is once more in order for England to call for an explanation. |
