Third, that the Ikpuhlicau party, having control of both branches branch-es of Congress and of the Executive department, is directly responsible fur the legislation known as the salary grab; fur squandering; the public lands in grants to private corporations; for the release of railroads from their. ju.-t obligations to the government, and for other manifestations of corruption as developed by the Credit Mubiher and other investigations; ;lnd that those members of the Democratic party who have aided or acquiesced in such legislation equally deserve public condemnation. Fourth, we believe that the fundamental purpose of government is the protection of persons and property, and not the meddling with and regulation of the business, industry or consciences of its citizens; nor the assumption of such works by the Federal, Slate or municipal governments as may safely, and should properly be left to the individual in-dividual enterprise. Fifth, that corruption cor-ruption can bo f-ueees-fully comkiKed only by the removal or lessening of temptation.
