Show LEf; IS I. 1 Ti V COUNCIL. Monday. Feb. 12, 1S72. Council met at 10 a.m., as per ad-jijurmuLtit. ad-jijurmuLtit. CounclLr Woodruff reported back from the committee on agriculture, etc., (C. F. o. I S- "an act for the protection of game and fish, etc.," with amendments, and recommended its pi;.-ai:e. The bill passed and was sent to the hou.-e for concurrence. The joint resolution appropriating money to the scrgeant-at-arms of the council to defray certain expenses, 1 heii;-' isiiK-ndcd by the house, the council coun-cil declined to concur in the amendments amend-ments and asked for a committee of c inference; councilors Jennings and iiig!er being appointed a committee on the part of the council. Council took recess till 1 p.m. 1 p.m. Councilor Bis'er presented the petition peti-tion of Jol Grovcr and I'M others, residents of Nenhi, Juab county, praying pray-ing for the establishment of a free school in Ncphi, to be supported by taxation. Referred to the committee on education. Councilor Jennings give notice that on Tuesday he would introduce a bill for "an act providing for granting licenses li-censes to certain persons engaged in certain kinds of business." Leave granted. (II. F. ('.) "An act amending the charters uf incorporated cities" was amended and referred to the committee com-mittee on municipal incorporations, councilor J. Is. Smith being added to the committee fur its consideration. A communication from tho house announced the passage of (H.F. 25) "an act authorizing the Utah Southern railroad company to close the State road at the point of the mountain." The bill was taken up and passed the council. A communication was received from the house announcing the passage of (C. F. 15) "an act concerning the property rights of married persons," with amend meets, which were concurred con-curred in. (H. F. G) An act amending an act providing for incorporating associations associa-tions lor mining, manufacturing, commercial com-mercial and other industrial pursuits, was received from the house and tabled, ta-bled, to come up in its order. (C-F. C) "An act to prescribe the manner of conducting criminal proceedings" pro-ceedings" was called and the reading resumed. Pending the reading of see-. tion 173, tho further consideration of! the bill was postponed. The "joint resolution authorizing the ; Dcserct Agricultural society to hold a fair and appropriating money there- i for" passed. I Councilor Cannon moved that a com-1 mittee be appoint to act with alike! committee to draft a suitable testinio- i nial for presentation to tho Japanese1 Embassy. The president appointed, councilors Cannon, Woodruff and Thatcher said committee Council adjourned till Tuesday, the 13th, at 10 a.m. uorsE. On motion of iMr. Rich the speaker was requested to appoint a committee to act with a like committeo from tho council to csamino tho great seal of the Territory. Messrs. IS) "an act for tho protection of game and fish," which was forwarded forward-ed for the action of the house; also that the council would not concur in house amendments to the joint resolution resolu-tion to pay incidental expenses, and requesting a committee of conference. The speaker appointed Messrs. Taylor and Wright such committeo on the part of the house. (C. F. 18) "An act for the protection of game and fish," was passed. House adjourned till 2 p. m. 2 p.m. Mr. J. F. Smith, chairman of the committee on enquiry, to whom was referred (0. Mr. Callister presented a bill for "an act amending an act providing for a poll tax for road purposes, approved January 1(3, 1m1i2;" which was read three times and passed. ; Mr. Rich, of the commit tc on claims, to whom was referred the claim of J. ; V. Fox, surveyor general of Utah Territory, for twjuty-fivo dollars paid for plat of Ogdcn city and its surroundings, surround-ings, reported that on page -11 of the statutes of Utah, it was provided that tho county surveyor should report to the surveyor general and to the county recorder within thirty days. The report re-port of the committee was accepted. Mr. J. W. Young presented a bill for "an act to cnaule the municipal authorities of tho cityofSt. Georgo to enforco their water regulations." Read and referred. j A petition was read from Arthur Stayccr, e?-assessor of Davics county, accompanied by a list of delinquent taxes which had accumulated during i-icht years, with a communication from the auditor of publio accounts certifying that tho delinquent parlies named were unfortuuatc and poor, and that it would be an act of justice in the ascmbly to authorize the account of ex-collector Stayner to bo credited. F. il.( "An act to provide lor the working aud development of mines," and recommended its passage. A commuiiioaiion was received from the couueil announcing that Messrs. Cannon, Woodruff and Thatcher had been appointed a committee to act with a like emmittee from the house to draft a suitable testimonial for pro-; scmatiou to the Japanese Embassy.
