Councilor Siaoor, on behalf of his colleague (councilor Harrington), who was absent through sickness, presented (H. F. 16) "an act recognizing the common law as a rule of decisions in civil cases." The bill was read and laid on the table to come up in its order. Councilor Smoot, chairman of the committee on judiciary, to whom was referred (C. F. 15) "an act concerning the property rights of married persons," per-sons," reported the same back without amendment and recommended its passage. pass-age. Councilor Wm. .S'now, in pursuanee of notice civen on Monday, presented (U. F. 17) "an act to revive an act incorporating in-corporating Washington city, in Washington Wash-ington county, approved February IS, 1 STO," which was read aud laid on the table indefinitely. A communication was received announcing an-nouncing that the committee appointed ap-pointed by the city council of Salt Luke city, to receive the distinguished strangers Conning the Japan embassy, had arranged for a reception at 1 1 a.m , in the hall of the House of Representatives, Represen-tatives, being the most suitable place, if the members of the house were agreeable. On motion of Mr. Thur-bcr Thur-bcr the hou-c adjourned until 2 p.m. J. p. m. Housrt resumed its sitting. Mr. liich, chairman of tho committee commit-tee on claims, etc., to whom was referred re-ferred the report of William Ciayton, recorder of marks and brands, praying for an appropriation to pay for publishing pub-lishing the brand sheets; recommended that tiie same be placed on the gcuoral appropriation bill, which the house agreed to. Mr. llich also reported back the motion of Mr. Bowberry, askiug for an appropriation of $500, or so much as may be necessary to defray the expense of lecating the university lands; and recommended that the amount should be granted. Tho report was accepted nd the, committee were instructed accordingly. Mr. Thurber, chairman of the committee com-mittee of revenue, reported back amended (C. F. o) "an act establishing estray pounds," etc., and recommended its passage. The amendments were concurrc in. Mr. W. Lee presented a bill for "an act extending and defining the boundaries boun-daries of'liich county;" referred to the committee un counties. Mr. Cailister, chairman of the committee com-mittee on irrigation, reported "an act providing for dikeing and draining swamps," &e., an 1 recommended its passage. Mr. Richards presented a petition of J. W. Fox. pniying for an appropriation appro-priation of being the amount paid for plat of Ogden; referred to the committee com-mittee on claims. Mr. Pics ton, presented the petition of S. Hoskelly and 1 4 'J others, citizens of Cache county, praying for establishing establish-ing schools by taxation. Referred to the committee on education. Mr. Farr, presented petition of attorney-gi ueral 'A. Snow, praying for relief for services rendered.
