The Tribute' Washington correspondent telegraphs last night as follows: ''When the President left here on Friday evening, it was given out. send-officially, that his vi?it to Philadelphia was of a strictly strict-ly private nature. It is learned, however, how-ever, that the visit i not merely private pri-vate but has a strong political significance, signific-ance, which will be fully developed soon after his return. The President s friends assert he is anxious to have Pennsylvania represented in his Cabinet, Cabi-net, having so expressed himself on several occasions lately: and that his present visit to Philadelphia is for the purpose of consultation with some of the leading men. that a fit and proper selection may be agreed upon. Penn-sylvanians Penn-sylvanians who have been visiting the Prsident lately, have been making the point, that as New York is hopelessly Democratic and Pennsylvania is strongly strong-ly Republican, the latter State should have a preference in the cabinet. The President does not agree in the assertion asser-tion that New York is hopelessly lost to the Republican party, and will not allow her to go unrepresented in his councils. He now admits, however, that Missouri is thoroughly democratic: demo-cratic: that ihe recent victory of Gratz Brown in Missouri makes what used to be termed the border States a unit against the Republican party; and, consequently, nothing is to be gained to his administration by giving to these States the most powerful office in the way of political patronage within his gift. Hence it is understood Cress-well Cress-well will retire from the Postmaster General's office, aud that a Pennsyl vanian will be appointed in his stead. A special says an Oregon delegation, representing the war debt of that State, which amounts to three or four millions, is here and pressing Senator Williams for the Chief Justiceship of the Court of Claims, rt'ce Carev. The correspond ent says they speak confidently of success, suc-cess, though that seems hardly proba ble, as the understanding a few weeks ago, in official circles, was that at the end of his Senatorial term, next March. Williams would be offered the position of Attorney-General, in place of Ak-erman, Ak-erman, who is anxious to retire to private pri-vate life, through ill health. Vessel "Wrecked. New York, 14.
