Show STILL CENTRALIZING POWER By the dispatches of this morning it will be seen that Mr. C'ulloui is still laborious for the centralization of power and the stripping of people who reide in Territories of every vestige of citizenship. The infamous enactment which was inflicted on Idaho, in March of 18ti7, is to be extended to Wyoming and Utah, if Mr. Cullom can help it along. The legislatures are to be refused re-fused the power of districting, for v judicial ju-dicial purposes, the Territories whi;h they represent. In other words, Mr. Cullom evidently would dispense with Territorial legislatures altogether and make ea';h Territor, a satrapey f-jr some favored pojiticiau who might be fortunate enough to have a friend at court uf sufficient influence to do something some-thing for him. We ray so, judging by his attempted legislation for Utah, Montana and Idaho during the pn:n;tit Congress, he being chairman of committee com-mittee on Territories We believe Mr. Cullom will not occupy the fame position posi-tion next Congress.
