Show A RAID ON THE TERRITORIES. After penning the item concerning 3Ir. Cullom's bill with regard to judicial ju-dicial districting, other dispatches were received which showed that Congress was in a mood to make a raid on the . Territories. It is getting nearly time for the Territories to-be made States, or for their inhabitants to migrate back to the States and there enjoy some lights of citizenship. Is the collective wisdom of the legislature of Wyoming not as capable of deciding concerning the compensation for that body as a sinMn individual, even though by the grace of accident he "has become a Governor ? And it has been ever an open question as to the right of assessing taxes of any kind on Territories, except ex-cept such as local government demands, for the reason that Delegates do not have any vote in Congress, and consequently conse-quently have no voice in the passage of appropriation bills. But here is a . measure which takes local taxation to - pay officers who are not the choice of the people, without the people's knowledge know-ledge or consent. We assume that the Territories are to pay the fees and compensations specified, because Mr. Taffe, who introduced the measure, is the representative from Nebraska, and Marshal Patrick has been . ;visiting lately in that region. The Marshal is deeply interested in the passage of such an act, but Congress will have to pass still another to make it fully operative. opera-tive.
