with-out any discussion whatever The findings and recommendation of the committee of the whole bore the signature sig-nature of Mr Newman the chairman and were as follows Your committee of he whole to whom was referred the communication Milner charging Dr of Mrs Maud E 1Iiner J F Millspaugh superintendent of schools with negligence of duty and abuse of official authority to such an extent that her standing as a teacher has been seriously affected begs to report that it has carefully investi gated all the charges preferred and unanimously recommends the adoption of the following resolution Resolved That Dr J F Millspaugh superintendent of schools be exonerated exoner-ated from all charges presented against him by Mrs Maud E liner and further fur-ther we find that in all his actions in the matter under investigation he was governed by the directions of the committee com-mittee on teachers and school work and the board of education The report of the committee of the whole was adopted by unanimous vote UNANIMOUSLY REFLECTED The next in order as unfinished business busi-ness from last week was the election of a superintendent Mr Nelden proposed pro-posed Superintendent Millspaughs name at the salary now paid him On Mr Wilsons request the salary part of the motion was eliminated to be voted upon later Only one ballot was taken I resulted in 6 votes for Superintendent Superintend-ent Millspaugh and one blank FIXING THE SALARY Mr Moyle moved to make the superintendents super-intendents salary 2400 per year a cut of 100 from the figure now paid In support of his motion Mr Moyle asserted as-serted that it was only consistent to make cuts all along the line Mr Nelden denied that reductions in salaries had been made all along the line He deemed it Injudicious to re I duce Superintendent Millspaughs salary sal-ary any further and offered an amendment amend-ment for 2500 Attention was called to the fact by Mr Colton that not long since the superintendents su-perintendents yearly salary was cut from 3000 to 2500 An efficient superintendent su-perintendent who could properly supervise su-pervise 250 teachers and manage the schools at which over 11000 pupils receive re-ceive instruction he believed to be worth more than 2500 a year to the taxpayers Mr Moyle replied that the cuts made in the salaries of others were not because be-cause of any inefficiency but for the reason that the demands of economy must be given due consideration In his opinion to not reduce Superintendent Superintend-ent Millspaughs compensation when the salaries of others had been cut would be cause for just criticism However he expressed the belief that all of the teachers were not receiving enough salary and none of them too much The amendment making the superintendents super-intendents salary 2500 yearly the same as now prevailed Wilson Colton Col-ton Brigham Baldwin and Nelden voted for the amendment while Glauque and Moyle voted in the negative nega-tive THE PRIMARY SUPERVISORS ULTIMATUM UL-TIMATUM M Adelaide Holton notified the board of her acceptance of the position of supervisor of primary grades at a monthly salary of 135 provided that she be paid for nine months The communication was ordered referred re-ferred to the committee on teachers and school work but a little later in the session the action was reconsidered and by a vote of 4 to 3 the minority being Nelden Baldwin and Wilson the proposition of Miss Holton was rejected re-jected and ten days were allowed for her to accept the boards offer which was on a basis of eight months salary Later still and just prior to adjournment adjourn-ment Mr Brigham succeeded in securing se-curing another reconsideration In reply to a question President Baldwin stated that he believed Miss Holton would not return from the east if her terms were not acceded to Mr Moyle took the stand that Qther teachers could a satisfactorily or better bet-ter perform the supervisory duties of primary grades than Miss Holton atj J less salary He declared that Miss I Holton was not the possessor of a degree de-gree from a firstclass college and t I much sides she was already being paid too I Mr Nelden exhibited the published list of teachers in the Utah university and the salaries paid to them He believed I be-lieved none of them were receiving excessively ex-cessively large salaries although seven I or eight of them were not owners of college degrees Mr Nelden was will I I ing that Miss Heltons abilities and worth should be judged by her works I A motion to accept Miss Heltons ul reporters re-porters to correct an erroneous statement state-ment in the newspapers giving the sa ary of Miss Uller and Professor De Leery the teachers of German and French respectively at 20 a month each The fact is that the salary of each language teacher is 20 monthly for each class period The board adjourned till next Thursday I Thurs-day evening when bids for 4000 geography text books will be
