| Show llRIfISFi BALFOUK SEES NO OCCASION FOB GLOOMy VIEWS England Could Not Expect to Retain Her Relative Superiority But Would Get Her Share London Aug 40 During the debate on the appropriation bills in the house of commons today Sir Charles Dllke advanced ad-vanced radical made an attack on the governments foreign policy and especl I ally In the far east The liberal leader in the house Sir W VernOn Harcourt followed In the same strain The government Jeader Mr Balfour replying re-plying to the last speaker said he regretted re-gretted the absence of the parliamentary j secretary for the foreign office Mr Cur i soil on account of indisposition especially especi-ally as it would have been the last occasion oc-casion for him to address the house on foreign affairs a question on which he has made and deserved a reputation Cheers Mr Balfour then announced Mr Cur zons acceptance of the viceroyalty of India in succession to the Earl of Elgin Mr Balfour contended there was no evidence of preference having been given to foreign manufacturers or traders in China It was impossible he said to foresee fore-see how the struggle for concessions would end but he saw no reason for the pessimistic views entertained in some quarters Regarding Shan Tung Mr Balfour said We must treat Germany as we expect her to treat us Referring to Russia Mr Balfour said he saw no necessity for taking pessimistic pessi-mistic view of the situation and he would be surprised if the British did not get their full share Mr Balfours speech appears to have been intended as a statement of the government ernment policy in China which the opposition op-position had been demanding before the close of parliament He did not enter into details of the complications and the drift of his explanation was that the governments critics expected impossibilities impossibili-ties In the course of his remarks Mr Balfour Bal-four said it could not be pretended that the British empire alone Or In alliance with another empire could prevent thp legitimate development of other commercial commer-cial and military empires Mr Balfour then said Though we may not anticipate antici-pate maintaining our old relative superiority super-iority in China it is expected that the volume of our trade will increase as rapidly in the future as in the past The question of equal facilities of trade is distinct dis-tinct from the question concessions |
