After a brief preamble the reply continues con-tinues In view of the extraordinary gravity grav-ity of the results which will follow his f majestys government considers it to i be its duty to submit to the powers its opinion of the measures decided upon an opinion which is the result of long experience and acquaintance with the situation in Crete Impressed by the sentiments which animate the powers and their solicitude solici-tude for general peace the Greek government gov-ernment will not fail in this duty since Greece also ardently desires to contribute contrib-ute to the maintenance of peace and to save from utter ruin the population of an island put to severe trial and so often decimated We believe that the new regime of boleve autonomy adopted by the powers unhappily un-happily can not correspond to the noble intentions that inspire i and that i will suffer the fate of the different I dif-ferent administrative systems which at arious times and without success have been tried in Crete beep NOT THE FIRST TIME This is not the first time that Crete f finds herself in a state of insurrection In recent times on more than six occasions occa-sions the horrors of anarchy have shaken and imperiled her existence I r I the new regime with which i is r proposed to endow her is not calculated calcu-lated to reestablish order in a definite manner the Greek government cannot double the responsibility of putting an I l end by means of it to the present state t of revolution Anarchy will continue I i to ravage the country with fire and r sword in its hands and blind fanati cism will continue its destructive work of exterminating a people which assuredly as-suredly does not deserve such a fate Before such a prospect our responsibility respon-sibility would be enormous i we did not most earnestly urge the powers I not to insist upon the scheme of autonomy au-tonomy proposed but rather to restore to Crete what she already had at the time of the enfranchisement of the b powers believe it to be their duty to persevere in their resolutions with the above views and in the 1 name of humanity as se11 as in the I t interest of the island the pacification i of which is the unique object of theE the-E solicitude of the powers we do not hes tate to appeal to them on the subjects r of the t other measures namely the recall of our military forces Indeed if because of the presence of the t united becuse squadrons in Cretan waters and in unied conviction that the squadrons permit Turkish troops to disembark I r will not peri Trkish a embark on the island the presence consul general gen-eral said today that most of the writers writ-ers coupled their desire to go home with the condition that their passage be paid He had received notice from his government this morning that all Greeks who wished to go home to fight will have to pay their own passage as the government has made no provision pro-vision for such expenditure The Collective Notes London March 8The full text of the collective notes addressed by the powers of Turkey and Greece last week was issued by the foreign office today and it is seen that the notes do not differ in purport from the
