Show CALIFOlNIAS PLAN I f The Remedy Proposed by a TToHJKnown Political Economist SAN FRANCISCO Aug 15The Call will publish an article tomorrow to the effect that Horace F Cutler political economist whose name is familiar to legislators in this country hal prepared a bill to meet the present < monetary emergency Ho has had the matter under un-der consideration for three years and his present action is the result of encouragement encourage-ment botn from members of Congress and business men of the coast Sponsors stand ready at Washington to introduce i the measure but Mr Cutler is so confi dent of having solved the problem that he prefers to lay it before the public first It reads in part as follows I Whereas that portion of the coast of North America bordering on the Pacific i ocean now called British Columbia should by its geographical position I naturally therefore Belong to the United States I Be i enacted etc that the president i of the United States be and lip is hereby authorized and empowered enter into negotiations with the British government for the purpose of acquiring by purchase for the United States ownership in entirety en-tirety of said country nowcalled British i Columbia and that the sum uf 100000 003 or so much thereof as may be necessary neces-sary be placed at his disposal I The effect of said purchase sum agreed upon is to be paid either in gold or ten equal annual payments without interest or at once in silver bars at actual variage cost the same asjiurchased byjthe United States government I Iu a communication to thS Call Mr Cutter Says frlt should alsoJbe considered consid-ered that Canada asa whole should ever desire to unito her destiny with the United States we should naturally be obliged to assume her entire debt of some oblged entre 300000000 and this sum or 100000000 might very justly be regarded as payment in advance to that extent and in anticipation antici-pation of the future a bill similar to the above could be carried successfully through the councils of both nations and with the approval of Canada and British i Columbia it would satisfy the great wish I of the American people and i arranged on a silver basis would go far toward settling the great question which is now II agitating the whole civilized world |
