at the usual hour last evening Mayor Scott presiding The council men present were Messrs Parsons Par-sons Lynn Anderson Young Tudden ham Hardy Hyde Folland Heath Kar rick Spafford and Pickard ANTS A REBATE M Lochwitz asked for a rebate on his merchants license Committee on license THE P P A F D RT ACCEPTS The Popper o Place Fort Douglas Railway company sent in an acceptance of the franchise granted it for a street railway rail-way to Fort Douglas EXTEND THE SEWER J A Fritsch and others asked for an extension ex-tension of the sewer on Second South from Second to Fourth East Committee on I sewerage i DITTO THE WATER MAINS i t4 Joseph Vooamansee and others asked for an extension of the water mains on Eighth South street Committee on waterworks water-works A FENCE W H Whitney asked for permission to i construct a fence near the corner af First South and Eighth East streets in order to protect school children Committee on streets A SWITCH The Metropolitan Stone company asked permission to construct a switch from the Utah Central road to its yards corner of Eighth South and West Temple strests Committee on streets KRANZ MAT ERECT A NOTION STAND Joseph Kranz was granted permission to erect a notion stana near Smiths drugstore drug-store THANKS FROM THE GEOLOGISTS S F Emmons secretary of the International Interna-tional Geological congress sent in a communication thanning the council for tho courtesies extended to the geologists on the occasion of their recent visit to this city TAXES INDIGENTS The board of equalization submitted a list of indigent persons whose cases bad been investigated and recommended that their tl xes amounting in all to 33427 be remitted LINK WAKTS TO REMIT HALF Councilman Lynn moved that onehalf of the amount be appropriated to the mayors contingent fund and that onehalf of the taxes be remitted TOUNG IS MORE GENEROUS Councilman Young thought that the entire tax should be remitted in cases where the tax amsunted to less than 5 and that onehalf of the balance be remitted KARRick FAVORS FULL REMITTANCE CARRIED CAR-RIED Councilman Karricfc thought that the full amount should be remitted and his motion was carried by a vote of 6 to 5 Mr Pickard having gone out WANTS TO BE A POLICEMAN Peter L Johnson asked for an appointment t appoint-ment on the police force Referred to the mayor ASKS FOR REBATE ON LICENSE G S Holmes asked for a rebate of X20 on his license Committee on license 1 REPLACE THOSE FLUMES Dr W H Groves asked that two flumes in front of his residence which had been torn up by the sidewalk contractors be ilk factory building be reduced from i15 to f S per month BOWEN RESIGNS Treasurer Walden informed the council that his deputy Mr Bowen had tendered his resignation and he recommended the t appointment of M B Sowles to succeed Mr Bowen In this connection the treasurer treas-urer called attention to the able manner in which Mr Sowles had discharged his duties as a member of the council and board or public works and his eminent fitness for the position SOWLES NOT CONFIRMED Councilman Hyde moved that the resignation 6 resig-nation be accepted and the appointment of Mr Sowles confirmed The motion was lost by a strict party vote of 6 to 5 DIVERTING WATER Sewer Superintendent Van Houten j called attention to the fact that the North l Point Irrigation company had built a dam across the surplus canal diverting the water from the canal to its ditch This had caused considerable complaint and he recommended that the matter be investigated investi-gated Referred to the committee on irrigation irri-gation MAPS OI BLOCK 51 PLAT A The city engineer submitted maps showing show-ing the division of block 51 plat A dbp proved SORE TIME FOR PARLEYS CODUIT Hobson Wilkerson asked for an ex 1 tension of sixty days of the time in which to complete their contract on the Parleys canon conduit An extension to November 1 was granted TO OPEN STATE STREET NORTH Engineer Doremus reported that he had endeavored to effect such alterations in plat E as would enable the opening of State street between First North and the Capitol grounds and at the same time securing se-curing some degree of uniformity in the survey which in its present shape is irregular ir-regular He had been successful so far as the opening of State street was concerned which could be accomplished there upon an exchange for land owned by L C Trent through which tho street must pass Adopted MORE TIME TO LAY SIDEWALKS The Pacific Paving Company was granted grant-ed an extension of two weeks on the time for completing sidewalks on State street REBATE ON LICENSE GRANEED The committee on license recommended that the petition of P J Phelps for a rebate re-bate on license be granted Adopted THE COMMITTEE ON WATERWORKS recommended that the petitions of J E Hickey J G Brooks C O Whittemore R S Conley D W Hunter C E Anirell H E Carter and J A Heiss for extensions exten-sions of the watermains be granted and that the petition of J H Millen and others for an extension of the mains on First North street be referred back to the petitioners ioners with the request that they secure the signatures of the property owners Adopted THOMAS SMITH COPPER Tho committee on police recommended that the appointment of Thomas Smith as policeman be confirmed Adopted THE COMMITTEE ON STREETS recommended that tho petition of J Elaine E-laine for permission to construct a crosswalk cross-walk on First South street opposite the Hooper building be gran ted that the sidewalks side-walks laid by Honlahan Griffiths and Elias Morris be inspected and if approved by the board of public works be accepted that the petition of T W Jennings and I L Rawlins asking that First street be I placed in good condition bo granted also that the street railways be not allowed to run their cars at a greater speed than allowed al-lowed by their franchises that tho petition of Kelsey A Gillcspie asking that Second South street from Sixth West to the Jordan Jor-dan river and that Third South street for the same distance be graded be granted THE COMMITTEE ON IRRIGATION to whom was referred the report of the watermaster stated that they had examined ex-amined the same and found it to be O K Adopted LIQUOR LICENSES Retail liquorlicenses wore granted to H McCardall d Co G W Carter G C Charlton Bailey Jenningo G M Lewis and Moshar Flood Co FURNACES AND BOILERS The ordinance regarding the use of furnaces fur-naces and boilers In Salt Lake city was then taken up and passed It is as follows Section IBe it ordained by the city council of Salt Lake city that the proprietor lessee or occupant engineer or fireman of any building in which a boiler is or may be used for generating generat-ing steam or electricity who shall permit or allow dense smoke to Issue or be emitted from the chimney or chimneys of such building used in connection with such boiler within tho corporate cor-porate limits of Stilt Lake city shall be guilty of a misdemeanor and shall upon conviction for every such offence be fined in a gum not less than S5 nor more than t 50 and each day in which such smoke Is so permitted or allowed to issue or be emitted shall constitute a separate offense Provided however that the penalty herein provided shall not apply In any case where the fireman engineer owner lessee or occupant has supplied such building with and shall have In use a sufficient device for the consumption con-sumption or prevention of smoke And provided pro-vided further that this ordinance I shall be held to apply only to such buildings in which may be used or operated a boiler or boilers which either singly or in batteries are of the capacity of 50 horse power or over Sec 2This ordinance shall take effect six i mcnths from and after Its passage NO CAMPING GROUND Councilman Folland offered the following resolution which was adopted Resolved That the city attorney be instructed in-structed to draft an ordinance prohibiting persons per-sons from camping on the streets within the bicycle district and the streets bounding Temple Tem-ple block CERTAIN SIDEWALK TAXES The resolution relating to the collection
