Show o THE SANITARY INSPECTOR Mu h Dissatisfaction Caused by Mr Sljowells Methods II I I SERIOUS CHARGES MADE His Competitors Said to Be Greatly Handicapped Does the Inspector Consider His Office a I Prirato 6napHo In in the FIeld as I a Contractor Tho Pernicious Warrant System Sanitary Inspector Sliowell evidently oelonjrs to that class of politicians who consider a public office to be a private snap II Heretofore the inspector bas had clear sailing but just now he appears to have I been squeezed into a very tight corner from which be will find it exceedingly exceed-ingly difficult to extricate himself Mr SLowell receives a ealary of something some-thing like f25 a month for his arduous duties but this is said to be a mere bagatelle baga-telle compared with his rake off The city pays between 16030 and 17000 a year for the public sanitary work andO and-O much of this goes into Williams capacious pocket he alone knows Considering Con-sidering the small area included in the garbage district and compared com-pared with the expense of similar service in other cities this sum seems enormous It appears however that in addition to being sanitary inspector in-spector Mr Showell composes a company com-pany whose business it is to remove garbage clean out cess pools and do general scavenger work at the prevailing prices As the necessity for any work of this Jund is reported to him naturally he bathe inside track and gets away with the bulk of the business The insnector is well paid and it would seem that he could devote his time public duties instead of entering the field as a contractor to remove ashes garbage and clean closets for citizens at a stipulated price per year In this latter capacity he is and has been doing aiionr isbing business andit is charged thathis teams are always allowed to unload first at the crematory by his brotherinlaw to the injury of other citizens who are ctomptetitdrsinthis line of work Flom the pay roll of his department It appears that the following men are employed em-ployed under his direction Beckwith Connelly Qilson Hagreen Hinman Jones Scales Shoemaker Scars and Sputzsngar teamsters Davis and Solus cartmen Argile Cope Carr and Mo Laughlin laborers This makes ten teamsters and two cart men to take care of the little garbage district dis-trict of nine block It is asserted that these teams which are paid for by the city are not engaged exclusively for municipal work but occasionally do a job for which the inspector is paid and that the cash goes into his pocket and is seen no more Now when it is reported that a citizens cesspool needs cleaning out or when his cow dies and the carcass must be removed the inspector appears on the scene with due regularity and makes a bid for the job If it is accepted a team calls around the work is done and the inspector gets the the pay If his offer is declined the job is open to any one who wants it subject to such petty obstacles as may be thrown in the way when it comes to unloading un-loading at the crematory But whether or not the inspector employs em-ploys city teams to do private work it cannot be denied that it is improper for L him to enter the field as a contractor for 7 such work As well might the engineer Ir take a contract for the construction of a gravity sewer or Mr flames award himself him-self a contract for street paving It is said that that part of the inspectors bureau which is under his absolute control con-trol is rotten to the core and that if its affairs are investigated the stench of his crematory will be as perfume compared com-pared with It Enough has certainly been shown to justify an investigation of that department and it is honed that the council will meet the wishes of the public in this matter and look into it |
