Show THE SEALING INDUSTRY An Agreement Made Between Russia and Great Britain BritIsh Subjects Prohibited From Killing or Hunting Seals in Certain Parts of Behring Sea LONDON June 2The foreign office has issued a blue book which contains the correspondence concerning an agreement agree-ment between Great Britain and Russia so as to protect Russias sealing interest in the North Pacific ocean of the Behring sea The original contention of Russia was that her cruisers should have exclusive exclu-sive right to police the seas in question and convey British trespassers to Paulo viBky where cases should be adjudiciated Lord Roseberry declined to agree to such proceedings and suggested that British vessels caught trespassing be conveyed con-veyed to Yokohama where cases should be adjudicated by the British consular court Eventually the powers agreed that trespassers tres-passers should be delivered to a British cruiser or to the nearest British authority on land Great Britain at the same time undertaking to bring them speedily to trial tral Among the contents of the book is the text of an agreement submitted to Privy Councilor Schichkine on May 12 last It provides that during the year endingDec 31 next British subjects are to be prohibited prohib-ited from killing or hunting seals within the following limits a Within a zone of ten marine miles following sinuosities of theRussian coasts which border the Behring sea and any other part of the north Pacific ocean Within a zone of thirty marine miles round the Kpmandorskv islands and Round Robbin island and Tulinew British vessels poaching in said limit may be seized by either British or Russian Rus-sian cruisers but i seized by the latter hall be handed over as announced above The Russian government engages to limit 30000 as the number of seals that may be killed on the whole year of 1893 upon and around the islands of KomandorsKy and Tnlinew Schickine in accepting the agreement says it was with the distinct understanding that it leaves intact all the rights of Russia in her territorial waters Roseberry in reply said it may be mu ually understood that the right and pos session of each power will lemain unaffected affected by this provisional agreement I |
