Show THE MODUS YIVENDI No Agreement on it Has Yet Been Beached NEWFOUNDLAND AND CANADA What tho Empire Says British Subjects Must Have British Rights A Sensation In the Uaum Investteitlon WASHINGTON April Secretary Blame said today in response to an inquiry on the subject tbt an agreement had not been finally concluded with tho British government in regard to a modus vivendi m Behrieg sea pending a settlement by arbitration of the juisdictional rights of the United States in those waters He declined de-clined however to say anything in regard to the condition of the negotiations The departure of the President from the city at this time is regarded ns specially significant in view of the statement attributed at-tributed to him that ho would not be away until the question of a modus vivondi had been settled one way or the othor It is believed an agreement has practically been reached by the President and British minister and that the basis of the agreement agree-ment has been communicated to Lord Sails bury for his action as it is not likely that the Britssh premier will dispose of tho matter for several days The President probably thought ha could avail himself of the interval for a few days recreation The agreement partly concluded is said to bo substantially the same as the modus vivendi of last year and that expires on the 24th proximo Active preparations are now being made at tho navy and treasury departments to dispatch vessels to Beh ring sea The vessels to be used in this service will be the revenue steamers Rush Bear Corwin and Albatross and the warships war-ships Ranger Adams Mohican and possibly tho Charleston Baltimore or Yorktown most likely the last named These arrangements ar-rangements are being made in anticipation of a favorable conclusion of the negotiations negotia-tions for a modus vivedi which will include active cooperation on tao part of the Brit ish navy |
