pass the anti treasury bill it had passed the election bill and not the force bill as its enemies took pleasure in calling it The House had passed the original package bill marching march-ing boldly forward to the demands of the best thoughts of the people 01 the nation north and south Tho Republicans of the House had erected a pyramid of legislation Breckenridge of Arkansas criticised the code of rules and proceeded to contrast the personal and political relation which existed ex-isted between Speaker Carlisle and tho members and that which existed between them and Speaker Reed In the last Congress Con-gress members of the minority had always been treated courteously now a member of the minority rising for recognition did not know what treatment he would receive at the hands of the speaker He then proceeded pro-ceeded to make an earnest appeal against the force bill concluding as follows Gentlemen Gen-tlemen of tho north why shall we not como together Why cannot we lay aside these suspicions You cannot take your rotten barringhs from the south you cannot hold power here by mercenaries mer-cenaries put at the polls you cannot keep political power by debauching the ballot box or the jury box you cannot make the country one by turning out members who are elected by the people and seating the nonelected by your votes What you cano can-o by your votes What you can do is this You can aid the people of the south to buildup build-up that country you can heln us t keep inline in-line so your sons may come and live among us throw in their lot with us intermarry in our families so that while there will still be a north and south it will be a loving and rich north and prosperous and productive south This is what wo Democrats who on this side of the chamber pr tezt against your rules desire to have done by the people wLho are behind you at home I appeal to Massachusetts of Plymouth I appeal to the western reserve settled by the men who came from New England I appeal to the living soldiers who met us in battle array I appeal to the Christians who kneel with us at the alter we ap peil to the brave men who recognize the sincerely and craving behind you I appeal to the people of the earth Give us your confidence We well deserve it we do deserve de-serve it and he who says otherwise does not know us does not speak the truth of us I speak today insight of God and this body and of those people who have known me at home since I was a little boy when I say from the fullness of my heart these is no reason why thot north and south should be apart There is every reason rea-son why the brave and true men of both sections should believe each other Loud applause on Democratic side Bontello said he had no desire to attempt any defense of the speaker from the kind or remarks which had been made from certain cer-tain sources today He then commented upon the ClaytonBreckenridge case taking as his text tho press report of the majority of the committee on elections Upon this text he built a strong Denunciation of the election methods in the southern states Breckenridge Kentucky said his relative rel-ative gentlemen from Arkansas had not sought an easy escape by his cowardly resignation of hisseat in Congress It did not compare with good conscience The gentleman from Arkansas knew he had done nothine to be ashamed of and he knew that the truth when
