IClu Examiner Cable ST PETERSBURG Aug 3The danger of serious trouble in the east of Europe seems to be somewhat increased by recent occurrences in Constantinople and the action of Ercland in persuading the Sultan I to grant rights to investiture to Bulgarian bishops in Macedonia The Czar is astonished aston-ished and greatly excited over the Portes defIance of the St Petersburg government and its utter disregard of the Russian protest pro-test against this course Advices which Wero received here from M Nelidoli Russian Rus-sian ambassador Constantinople led the Czar to believe that the Sultan would submit sub-mit t his admonitions Tho Czar however how-ever visits all the blame of the Sultans cavalier treatment of himself upon his diplomatic representative M Nelidoff left Stamboul for Sebasta pol last night He goes away ostensibly on a holiday but it is well understood here thathe is really under ban of the Czarwho has lost all confidence in him The Czar has openly in court circles complained of what he calls Nelidoffs deception and he added with every show of rage and distrust dis-trust 1 cannot rely upon a single one of my diplomats They all lie oThey always promise but never lulfil their promises I The absence of the Russian envoy from Stamboul this time implies there will bo considerable delay in the action of Russia in this peculiar crisis and that no immediate immedi-ate compliances are looked for Prince Bismarck and His Newspaper Special to THE HERALD Examiner Cable BERLIN Aug 4 Prince Bismarcks newspaper organ tho Hamburger ZVacft rfcitcii asserts that General Count von Walderseo and other eminent and well known persons in the entourage of Kaiser Wilhelin arc strongly urging upon the Kaiser their belief that both the time and situation of European affairs are now opportunate for the consummation of a combined attack by the powers of the triple alliance and Turkey and Bulgaria uoon Russia Count von Waldersee has instantly wired to the newspapers a flat denial of the assertions of tho ifticiricitoi But the latter lat-ter maintains the truth of its statement and declares that such a scheme of cooperation coopera-tion is really advised by the Waldersee circle Prince Bismarck who is understood t have inspired tho statements of the Neck richien would not be prompted to divulge such information a this i ho possessed it not only by his general Idea that friendship with Russia is ttio best policy for eiAnny1 but by his hatred Walderseo and his set This much at least is certain that Kaiser Wilhelm will adhere to this policy pending his coming interview with the Czar whatever what-ever course he may choose to take after that so that there is no immediate danger of warlike demonstration The New Racer Nearly Completed Special to THE HERALD Examiner Dispatch NEW YORK Aug 4Norman L Munros new marine racer the Norwood is rapidly approaching completion and will be ready for its initial speed trial in New York waters This new racer is expected to attain at-tain a speed of thirty miles an hour and to break the worlds record She was designed de-signed by C D Mosher who constructed the Buzz a small cigar shaped steamer which surprised yachtsmen about three years ago in Boston haroor Mr Munros boat had attained a great reputation for speed but for a mile dash Buzz could show another claim than a pair of keels But she could not maintain such speed for a greater distance because she had not sufficient boiler capacity to keep up the steam pressure Mosher needed Mr I Mosher was confident that this defect could be overcome and a boat of less than one hundred feet be constructed with a speed of thirty miles an hour for a continuous con-tinuous run of 150 miles This was what Mr Munro wanted and Designer Mosher returned to Amesbury the Merrimac river after his conference with Mr Munro bearing authority to prove his claim from the fact that twenty brand new one thousand dollar bills will not reproduce a sixtythree foot launch like the Norwood lids apparent that a lack of money has not stayed the attainment of the highest speed combined with the greatest perfection of finish The boiler in her midship section with its three triple expansion cylinders of I HU and 22 inches give some indications of her great power The boilers have 1000 feet of heating surface with twentysix feet of grato surface The steam pressure of 200 pounds giving SOO revolutionsto the screw The propeller is three feet in diameter diam-eter and is patented by the designer A separate engine runs the draft blower which can be run up to 2000 revolutions although 500 Is all that is necessary The Norwood is claimed has in a speed trial on tne Merrimac covered a measured mile in two minutes Steaming at her greatest speed she can Keep up that rate lor ave hours The Norwood is protected by a double seam the inner planning being three quarters of an inch mahogany The keel on her are solid cast steel with live inch girder beams Hei length is 6 feet width 7 feet inches draught 18inchessho caries 400 horsepower which is her register She has two watertight compartments and behaved be-haved well in a seaway during the trip i I from Boston to New York in which she averaged eighteen knots an hour under less pressure esignedever part of her said Mr Mosher and I know what she can do This is a racing craft and we haven have-n her over double the power per ton of her displacement ever put in a boat before and that means speed I will take a week to put her in shape for public trial and I am not worrying over tho outcome The boat was intended show how great power can be qoncentrated within the smallest space and an unequalled amonnt of speed obtained In another year I hope to demonstrate dem-onstrate my principles on a scale which will be of some service to the merchant marine ma-rine rne |
