Business Among the most important matters brought before the attention of the assembly assem-bly yesterday was the report of the special committee on Fort Cameron and which lifl given in full in the House proceedings f No bills were introduced in either house THE COUNCIL The House announced that H F 51 relating re-lating to the release of dower had been passed also that H F 12 providingfor assessing and collecting of taxes on transitory transi-tory herds had been passed The former was referred to the committee on judiciary and the latter to the committee on ways andTneans The House further announced that Council amendments to sections 1 and 3ofHF 19 the anticigarette bill had been concurred in but that section 2 relating re-lating to penalties imposed on minors for using narcotics had been rejected and that a conference committee was asked for Messrs Seegmiller and Bryan were appointed ap-pointed on conference committee from the Council TO REPAIR run ROADS A petition was presented by Mr Lund from citizens of Washington county asking that 3000 be appropriated to repair the roads which had been seriously damaged by recent floods The petition was signed by Isaac C McFarlane and fortyfive others Referred to the committee on highways FOB COURT ROOM RENT Mr Booth presented a claim of 2025 for rent of Provocourt house for the past two years for use of First district court Referred Re-ferred to committee on claims BONDS OF GUARDIANS t The committee on judiciary reported on rc tl F 30 relating to bonds of guardians and t C F 37 providing for cases of detainer 1 where no Justice court is in the precinct t recommending their adoption The committee com-mittee also reported on C F 23 concern i ing injunctions submitting a substitute whichthey recommended be adopted ON MUNICIPAL CORPORATIONS v The committee on municipal corporations and towns reported on C F 31 relating to charters and the duties of city officials also on C F 35 providing for the classification classifi-cation incorporation and government of cities recommending their passage DAMAGE BY ESTRATS The committee on live stock reported on C F 11 relating to damage done by estrays recommending adoption when certain amendments are prepared THE BIRD DILL t The committee on agriculture reported on C F3 the bird bill and submitted a second substitute The committee on mayors etc THE FORT CAMERON MATTER The committee on Fort Cameron made the following report The joint committee appointed and instructed I in-structed to visit Fort Cameron in Beaver 4 county Utah and investigate the buildings build-ings and surroundings and report upon the advisbility ofthe Territory purchasing such fort for the purpose of establishing a branch territorial asylum beg to report that the 12th inst said committee t on proceeded pro-ceeded by rail to Milford and from there to Beaver and Fort Cameron by stage arriving ar-riving at the last named place on the evening even-ing of the 13th The committee at once began an investigation of the buildings grounds and general surroundings of Fort Cameron and gathered considerable information in-formation as to cost of material for building build-ing purposes and provisions and general supplies for future maintenance and returned re-turned to bait Lake City arriving here on the 16th Fort Cameron was at one time a United States military post It was erected in the year 1872 at a cost of about 230000 exclusive of labor performed by the troops stationed at the place and was abandoned and ceased to be used for military purposes pur-poses in the year 1882 The are nineteen separate buildings the I walls ofwhich are constructed of blocks of lava laid in good lime mortar and covered with ordinary shingle roofs They are designated and known as The Hospital B twostory building with ceilings 14 feet high on each story The building 2SxSO feet and is surrounded with a two story veranda 10 feet wide 4 a Officers measuring 100x30 and the other 30x40 feet I Officers QuartersThere are five of these buildingseach one is a double build ing a storyandahalf highthe lower ceilings ceil-ings being 12 feet in eachof these five buildings there arefour rooms 18x15 feet four rooms 10x15 feet two rooms 10x15 feet two rooms 15x15 feet and two hallways hall-ways G feet wide in each of which is a stair case leading to the upper story of its respective half of the building Commanding Officers Quarters A I story ndahalf building loyer ceilings 12 feet high In this building there are eight rooms 15x17 feet two orooms 13x14 feet two hall ways seven feet wide with stair cases in each The Bakery 18x30 feet exclusive of the oven proper Laundry Buildings Thereare fourof these each measuring 28 x 50 feet ceilings 12 feet high In addition to the foregoing buildings there is frame stable 23 x 100 feet stalled for G4 head of animals and towhich is attacked at-tacked shed the entire length of the stable 15 feet wide There are six frame buildings which were used as workshops each 25 x 20 feet and other outbuildings The company and officers quarters hospital hos-pital commissary and guard house are located lo-cated in the form of a hollpw square facing Inwards The interior of this square is forty rods on each side containing ten acres sown with tame grasses forming a beautiful lawn surrounded with a fence and two lines of trees Immediately in the rear of the officers quarters is a park of about ten acres in which there are two miniature lakes of water which can be utilized as ice ponds in the winter time In the vicinityof the parK mere are sixty acres of nrstciass land which has been under cultivation and yielding heavy crops of vegetables and grains In addition to the foregoing there are twenty acres of firstclass land yet unbroken un-broken making in all a tract of 160 acres To this land there is a full and complete water right and the supply is ample for all purposes The fort being located on the Beaver river above all other claimants or users of water from the stream it has the advantage of always having a good supply of pure mountain water Fo culinary culi-nary sanitary power and fire purposes any pressure desired can be obtained by carrying the water in pipes a distance not to exceed four thousand feet Fort Cameron is distant from Milford about thirtythree miles and from Beaver city about one and alialf miles Milford is the nearest railroad point but surveys are made and a railway route is located within half a mile of the fort Stages make regular daily connections between Milford and Beaver The temperature at Beaver seldom registers as low as 10 degrees below and as high as 95 degrees above zero and the climate is such that all classes of grains vegetables and the hardier varieties of fruit can be grown Fort Cameron its buildings improvements improve-ments and 1GO acres of ground can be purchased pur-chased for the sum of 25000 as per offer of the owner of the same hereto attached and in which is shown the presen condition of the title marked exhibit A The purposes of an insane asylum an estimate is made that with an economical and judicious expenditure of the sum of 35000 in additin to 25000 for the purchase pur-chase of the buildings and grounds accommodations accom-modations for 200 patients and attendants can readily bo obtained From the foregoing data the committee respectfully recommend that the sum of 25000 be appropriated to purchase Fort Cameron and grounds asper tender made that 35000 be appropriated to put the buildings in a condition to receive patients and to furnish waterworks electric light plant sewerage and similar improvements that the law be amended so as to make Fort Cameron a branch of the territorial insane asylum at which place shall be kept all cases deemed incurable and that proper provision be made for their maintenance The expensaincurredby committee amounts tp 5 b4O This does not include transportation for which territorial library lib-rary was read the third time Mr Allen wanted section 3 which provided pro-vided that the librarian be appointed by the legislature stricken out Such an officer could only be appointed by the governor gov-ernor Mr Thurman did not believe that the bill was objectionable on that account He did not think that the librarian was a territorial ter-ritorial affair under the
