Higher Duties NEW ORLEANS March laThe river hero at 215 was sixteen feet 910 inches and at 330 had beached seventeen feet but it remained at that point but a short white when it receded to sir teen feet eight inches whore it seemed to makeS a stand This was sir Inches above the record of otner Tears and the water went over tho levees all along the city front at every depression depres-sion or low place and seen Hooded the streets and sidewalks of a large section of tho city Cp town at the heado Jackson Washington and Saraparu streets the wales washed over the levee and submerged the streets and sidewalks The same thing occurred at other points down tolojdras street Hero the water spread out over the road space occupied by the Morgan road then it began to ttow down Poydras street and out into the cross streets on either side and tilling the gutters back to the drainage canal In the rear ol the city Krom Custom house street to Coati the water canoe over the levees freely and com pletely submerged the streets and In many places the sidewalks and lower floors of bins ness houses from the north side of Canal to Eon pital street a distance of fourteen blocks from the river to Rampart street a distance of eight blocks The damage done so far is not great The greatest damage was that sustained by merchants who had sugar stored fn the bonded warehouse Levee street the Southern and Crescent oil mills being washed under by the water and the floors were torn away and the embankments built underneath A break occurred oc-curred at yatch a place near Harveya canal but it only rcncbcU a width of four feet when it was discovered and promptly closed It Is still a dangerous spot as the levee Is very weak The levee at Sharps place live relics above Grctna where there was a serious crevassee some years ago is again creating anxiety as It shows signs of weakening From Canal street ferry to Morgan depot the principal princi-pal portion of Algiers a distance of three quarters of a mile the situation at one time was very threatening About noon the water commenced washing over the levee along its whole length and in a short space of time the entire front and street has been climbllng up and to day the warning signal was again given Theater w The-ater was six Inches deep over the levees crest Men and material were promptly furnished and a gallant etrrt Is being Safara Morgan and Fotawama plantations The Duties on Wool WASHINGTON March 13 David Harpster president of the Ohio Wool Growers assocla tion and Judge Lawrence member of the same association have prepared forpublication the following statement explanatory of the wed schedule in the tariff bill now under consideration consider-ation by the House committee on ways and means We have examined for the first time today schedule 1C providing duties on wool cud manufacturers ot wool It proposes a duty of 11 cents per pound on clothing wool doubloon washed and treble on secured On combing wool 1U cents per pound and treble on scoured wool on unwashed carpet wools of tho value of 13 cents or less including charges at the last port of export the duty to be 3H cents and ifwashed cents if scoured SE cents On carpet wools valued at over 12 cents the duty on unwashed is S cents double if washed and treble If scoured It provides that standard samples shall bo deposited In the custom houses and contains provisions to prevent a round lot of frauds sorting frauds admixture frauds and defines washed and scoured wools As to the so called carpet wools the proposed provisions are much better than were ever Incorporated in-corporated In any tariff law and these are the wools that just now are injuring the wool industry of the United States more than any other We learn upon leltable authority that under the law as it now stases 75 per cent of the carpet wools now being imported will make excellent ex-cellent clothing such as was used by our soldiers sol-diers during the war and If shaggy goods continue con-tinue to Increass In fashion as they have daring thtrpast two years 73 per cent of the carpet wools imported will bo used for clothing and further If clothing wool can be imported as carpet wool at 2jj cents duty of 11 cents ol clothing wool will not be operative |
