Show W.B.: lirnprowemerrt District Ity ALICE MITCHELL At the last West Bountiful Council meeting, Councilman Sain Allman hean a discussion discus-sion on the possible initiation of an improvement district for drainage in the Sunnyview Subdivision. He reported that it is possible for a city to initiate initi-ate improvement districts. Then the citizens must be thoroughly thor-oughly educated on the project and what costs will be entailed. Following there must be a public pub-lic hearing. AFTER THIS distribution of information, at least 50 percent of the owners involved must agree with the project. If at least 50 percent of the citizens are against the project, it will not go. Protests must be made in writing. Mr. Allman has met with the citizens of Sunnyview, made explanations and felt of the mood of the citizens. COUNCILMAN Kenison opinioned that there is too much fill dirt on the lot. Mr. Murphy reported that so far he had had no water in his basement. COUNCILMAN Jay Dewell questioned about the slope of the pile of soil. There is a drainage drain-age system in the subdivision where the drainage waters can go to the back of the citizens' property if the lots are properly proper-ly graded. It was finally noted that the new home had been built by Robert Holmes. COUNCILMAN Allman said that he would like to look into the ordinances about drainage. Legally one neighbor neigh-bor can put more water on another's lot. Mr. Murphy also asked about ab-out the ridding of the weed situation on a neighboring lot. He was informed that letters had been sent out to those who had not taken care of their property. If they do not remedy re-medy the situation, they will receive a citation. As a last resort, re-sort, the lots will be cleaned by the city and the citizens will pay for the job done. MAYOR SECRIST talked about the infestation of grasshoppers gras-shoppers in weed patches and gardens. It would assist in the eradicating of the pests if all neighbors would spray the perimeter of their lands. Councilman Bud Ingles said that he is still working on an ordinance concerning the possibility pos-sibility of including a clause on the building permits that the people may be asked to pay for curb, gutter, and sidewalk in front of their property, even though they had not done it when the house was built. MAYOR SECRIST talked briefly about the expenses of the 4lh of July celebration. Hopefully in the next meeting, there will be a final accounting. Mayor Secrist talked about the fact that when the South Davis Sewer District was established all citizens were supposed to hook on to the system. There are still property proper-ty owners who have not done so. The council was of the opinion that citizens who had not joined onto the system should be notified by letter. AGAIN THE council talked about yards with junk cars. Letters have been sent to the owners and some citizens have complied with the desire to have lots cleaned up, but some have ignored the letters. They, too, may be cited or pay for the cleaning. Councilman Allman noted that the city needs to have the weeds cut on the sides of the roads. Mayor Secrist said that maybe they should find out about ab-out spraying weeds for the coming year. It was decided to look into the matter, especially the finances which would be necessary to buy a machine and the weed killer. COUNCILMAN Allman said that the Planning and Zoning Zon-ing Committee has the job of deciding the size of homes on the property they have. Mayor Secrist showed an article advocating smaller lots, since it is too difficult to purchase purch-ase homes by young people. THE DISCUSSION in the meeting turned to that of drainage, drain-age, in the Marlinda Subdivision. Subdivi-sion. Councilman Allman indicated indi-cated that the people snould keep the drains cleaned out. Councilman Dewell stressed stres-sed that the city might assist in the cleaning of drains, but that the citizens have a responsibility responsibil-ity also. COUNCILMAN Allman showed the plan for drainage of the city, which the engineer had proposed. He feels that it is not sufficient. He feels that elevations were not shot. Councilman Allman and Mayor Secrist said they will walk over the town noting the drainage needed. DAVE BADHAM had been to the planning and zoning to learn about the possibility of having homes buill for members mem-bers of the family without installing in-stalling all of the improvements. improve-ments. COUNCILWOMAN Irene Janes was commended for the party which was held for those who were at the head of the July 4th celebration. The food was purchased by the Mayor. Councilwoman Janes talked of the Home Beautification Contest she has entered. She was hoping that most of the weeds were gone from the city . COUNCILMAN Ker.ison said that there is no time limit on the possible gram for projects pro-jects in the city. Councilman Dewell again talked about the problem of dogs running loose. The county coun-ty had promised, aYid had carried car-ried out that promise to keep a closer coverage of the city. THE COUNTY dog catchers advise that all citizens should have dog licenses, otherwise they think that the dog is just a wild dog. Councilwoman Janes said that her committee had suggested sug-gested a health clinic for animals anim-als in the city. Then the people could get the shots for their pets. COUNCILMAN Allman told of how badly scratched and injured a citizen had been when he tried to gel rid of a wild cat. The council talked of the fad that there will be no bus- ' sing for kindergarten children in the Golden West Subdivision, Subdivi-sion, l-'or a while there was talk of combining an inprovement district on the sidewalk from the property of Ralph Lees on Xth West to K)(K) North.
