Show The Bankers Contention I KANSAS CrrxSopt36 Tho bankers met again hh morning Resolutions from tho Nw York delegation recommending to Congress thafsuch action be taken as will revive tab American merchant marine I I were adopted This brought out a reaolu I ton for adoption frO the Kansas delegation I delega-tion which wanted the committee to en i dorse the object of the convention for a deep water harber on the Gulf of Mexico to bo held at Topeka Kas in October This was opposed by the eastern members Finally as a way out of the difficulty the vote by which the resolution was passed was rescinded and both were sent t the executive council for consideration A resolution calling upon Congress to provide for as least one more regular statement yearly of tho condition of the national banks was adopted The secretarys report showed an in creaseiu members during the past year of 157 the total membership now being 1870 Sneed of Kentucky offered a resolution that section 5198 revised statutes of the United States governing national banks should b so amended by Congress as to expunge the part governing forfeiture of interest Sneed condemned usury laws in general Tho resolution also proposed that all banks should be amenable to the state laws of the stato in which located as it was not Just that so heavy a penalty should be meted out to national banks for usury when state banks were not amenable to the same law I was finally referred to a special committee which reported recommending recom-mending that Congress be requested to amend the law in question so that the penalty would be a forfeiture of only the amount of the interest over the legal amount The liveliest discussion of the convention occurred over the report of the executive executve council recommending that the paper read by Mr St John yesterday on coinage etl1 be referred to the next executive council The recommendation i provoked along debate de-bate Finally a plan was adopted to fully consider St Johns proposition and take a vote on it by mail after the executive council coun-cil has sent its reports to the delegates The nominating committee made its report re-port recommending the reelection of Charles Parsons of St Louis as president of the association and Morton Michael as vicepresident Adopted A new executive council was chosen and is with very few I exceptions the same as last year The convention then adjourned i |
