Show THE STATE MOVE5IEN Congressman Springers Views on the Admission of Utah The following special dispatch to the St Louis GlobeDemocrat reflects the spirit in which the State movement is received and the sentiment expressed concerning it by intelligent influential men of the country SPRINI FIELD Ill July 8 Congressman Congress-man Springer today gave expression to some of his views on the proposed constitution for the admission of Utah as a State The calling of the convention he said was a mystery to him In fact he knew nothing about it till he read in the papers that it was in session or about to meet He said however that if Utah should come up to Congress with a constitution asking admission in good faith he was in favor of meeting the question in a spirit of kindness Hew He-w uld then favor an amendment to the Constitution of the United States prohibiting pro-hibiting polygamy c If Utah should become be-come a State with a fundamental law against poiygamyr the government could then control the matter even if the State refused to enforce her own laws on the subject If the new constitution now proposed is found unsatisfactory he thought Congress Con-gress ought to pass an enabling act prescribing the manner of selecting d legates l-egates their qualifications and the time and place of holding the convention conven-tion Congress could then pass on the sufficiency of the new constitution and the question of the admission of Utah as a State The moral sentiment of the country said he is set against polygamy polyg-amy and that evil must go I have personally advised prominent Mormons Mor-mons to accept the tendency of public sentiment on this subject andto abolish abol-ish polygamy themselves and I regard it as a happy indication that the present pres-ent movement for Statehood will prove to be the manifestation of a determination determina-tion to fall in with that line of policy In the last cenus year Utah had about the same population as New Mexico and I think it has enjoyed amore a-more rapid growth since the uncertainty un-certainty about land titles in New Mexico has hindered the growth of population in that Territory Utah is destined to become very rich and powerful Referring to Dakota he said that Territory would have been admitted long ago if it had not been for the diversity di-versity sentiment among the people regarding division Unless they can agree on this ques ion said he there is no telling when Dakota will be admitted |
