Show CALL CONVENTION The other morning THE HEBUD asked in view of the fact that parties t41 had been sent to Washington to labor against the best interests of Utah how I it would do to send to the capital a delegation to work for the good of the Territory The suggestion was not an idle one We think there is need for a tt truthful and proper representation of the situation here to Congress and the 1 Administration and this can be done i in no other manner so well as by an 1 es intelligent committee instructed and i authorized to speak Affairs here are in a deplorable condition and will daily grow worse until relief comes The appropriation bill having been vetoed by the Governor the Territory Is without the means for carrying on I the government properly officials cannot k can-not be paid for their services jurors i Ci and witnesses are serving without compensation lI com-pensation the schools must soon suffer e the Insane Asylum close and the pa VdlI 4P f tients be turned loose or maintained J ii q E by private charity and public improvements ro t improve-ments cease In ordinary course oft of-t tftl things the remedy cannot come for r j t two years The Governor has flr F been removed from office as a U t lfii4 punishment for contributing to this i J DJ fl1 state of thingsbut his removal does not tt i4i relieve the distress which his conduct J f1 < i precipitated nor will his successor be 11 a r 1 able to heip matters It is absolutely necessary that the public funds be inade a available and this can only be done by an appropriation bill regularly passed I 1 i by the Legislature and duly approved I h by the Governor Congress could appropriate if ap-propriate for the payment of the local 1 a i expenses of the Territory but in view If I of the recent action at Washington Jf i ci i j withholding the per diem of the Legislators If 4 t I Legis-lators it would be idle io askrelief from I till iqi that quarter A new Governor will be II nlff along here one of these days and it t i Ail may be set down in advance that he will L approve a fair and reasonable appropriation i appro-priation bill 1 It would seem that the only relief that could come must be through the Legislature If the matter were fairly 1i r represented we believe Congress would I promptly pass a bill providing for an I l immediate election and the meeting of I t the Legislative Assembly By the time i the new Governor had become acquainted with the situation and F I familiarized himself with the needs of i 1 tjt the Territory in a legislative way the Assembly could meet and pass such I tt necessary bills as were vetoed by Governor W Gov-ernor Murrayand provide for carrying a on the government Among other laws 1 that are required are one for the apportion ap-portion men t of the Territory for election 1 elec-tion purposes a law governing registration t regis-tration of voters and elections so as to Thii do away with the Commission an act t providing for the revision and compilation compi-lation of the statute and one creating 1t a board of equalization All that is t required to be done could be performed t in a session of thirty days and c there is no reason why the election I elec-tion could not be held and the i it i Assembly meet in two months cI These are matters in which the leoples Party is most deeply interested 1 r inter-ested and it is suggested that the Terrj ti torial central committee of that party issue a call for either a delegate convention t con-vention or a massassembly to act in the matter All must realize that the i condition of things will be deplorable long befoie the remedy can come in the 1 regular order of events That matters cant be hastened and early relief be obtained we believe is possible if an i eflort be made t 4 |
