Show TELEGRAPHIC NEWS Blaines Circular Letter Washington 5The general l character charac-ter of BI iDes circular note to Central and South America has become known I It bears date of the m ddle of November and was sent by the same steamer which conveyed Trecott and Walkor Blaine It sets forth Rt considerable length the attitude of the United States towards other republics upon this and the rfonth American continent affirming that its our policy to use the good offices of this nation to establish and perpetuate peace between the various nations to which this note 1 addressed He affirms that it is not the desire or policy of the United States t > interfere In the domestic concerns con-cerns of any of thee nations bL t that the commercial interests of the United States are deeply interested in the existence exist-ence of harmonio ds relations between the various republic themselves and between be-tween each and the United States The letter after discussing at great length the mutual interests of the United States and the nations addressed treats the question ot the great influence of European Euro-pean powers upon the two American continents and virtually proposes that the United States ad various other republics re-publics to which the circular letter is sent should como to a mutual understanding in regard to this matter mat-ter and proposes mutual guarantees against any interference or supervision from abroad The letter was prepared with great care and while the subjects alluded to are fully discussed the tone of the letter is said to bo eminently conservative conser-vative The letter proposes on behalf of the United States that an international I conference of the republic of Mexico and Central and South America meet at Washington on the 30th of next November Novem-ber The request is made that the authorities author-ities of each should name two commissioners commis-sioners to represent their government at this conference The object is to discuss the questions of mutual interest and promote friendly feelings It is understood under-stood that at the same time this letter was dispatched a second circular letter let-ter was mailed to each of our ministers setting forth that while it was well understood under-stood to be a very delicate matter for one nation to mention pecuniary matters to another in connection with such invitation invita-tion as had been extended by the United State still our government desires to defray de-fray all the expenses of this conference and it was therefore in the discretion of each of the ministers to oalb this fact to the attention of the government to which he ii i accredited in such a way as shall appear to him most fitting |
