Show LATEST TELEGRAMS The Frauds in the N Y Comptrollers Comptrol-lers Office New York 2Some two months past it was discoveied that the comptrollers office of the city of New York had been robbed of about 115000 Examination of the books shows that the thefts had been committed com-mitted by a confidential clerk in the receiving department named Car roll who died previous to the discoveries dis-coveries Carrolls father who is one of the largest landowners in the state of New York strenuously denies de-nies his sons guilt and refused to make any settlements of the difficulties iculties growing out of the action Carrolls defalcation finally lead to the resignation of Allan Camp bell as comptroller The grand jury of the general session ses-sion of court today made a presentment in the court regarding regard-ing the coupon frauds of ten years ago The presentment recites the history of the issue of bonds of which 15000000 were printed by the National Banknote company by order of Comptroller Richard Connolly of Tweedring fame An drew H Green succeeding Connolly Con-nolly to the office of compfroller refused to use these bonds because they bore on the coupons the printed signature of Connelly Green consequently ordered the ssue to be destroyed appointing three of his most responsible employees em-ployees Messrs Earl Stores and Cady to count and burn the bonds In the affidavit to the grand jury Green testified that he witnessed the burning of the bonds himself It would seem that all the coupons attached to these destroyed bonds were not burned with the bonds that Carroll as receiving clerk fraudulently cashed large numbers of these coupons for outside swind lersknowing their bogus character and the fact that the coupons had been cashed by an employe of the city renders the city liable for the loss The Grand Jury recommend a thorough examination of the comp trollers office by skilful men outside of the office It also recommends that hereafter payments of city coupons be made by some respon sible bank as a protection to the city against further fraud That a law should be immediatelv oapsed prohibiting any issue of city indebtedness = in-debtedness other than in the regis tered form and recommended a conversion of all outstanaing coupon bonds into registered bonds The jury also believe that a systematic method of bookkeeping in the comptrollers i comp-trollers office should be inaugurated inaugur-ated Mayor Edson appointed Seth H Grant his private secretary to fill he vacancy caused by the resignation resigna-tion of Comptroller Campbell For many years Grant Superintendent Superintend-ent of the Produce Exchange The commission appointed to look into the matter of duties on coverings of imported merchandize and finished labors decided to report re-port in favor of exempting outside Packages from duty Two reports will be made on the matter of duties of outside coverings one in favor of placing ad valorem duty on them and the other in favor of placing duty on merchandize only |
