CREATION OF DAVIS COUNTY COUNCIL ON AGING. There is hereby created a Davis County Council on Aging, Ag-ing, hereinafter referred to as the Council on Aging. SECTION III. PURPOSES, DUTIES, RESPONSIBILITIES, RESPONSIBILI-TIES, AND AUTHORITY ON THE COUNCIL ON AGING. The Council on Aging shall: 1 . Be responsible for the development de-velopment and maintenance of an effective and efficient office and program on behalf of senior adults in Davis County, the guidelines, including age being defined in accordance with Federal regulations. The Council shall carry out its purposes pur-poses and responsibilities with as much independence and self-sufficiency as possible, but shall operate under the general supervision of the Davis County Commission and keep the said Commission informed and obtain approval from the Commission Commis-sion on such important matters as major developments, policy proposals, finances and budget. 2. Provide leadership and advocacy on behalf of senior adults, to promote their general gener-al welfare, stimulate, organize and coordinate services. 3. Develop and carry out a comprehensive and coordinated coordin-ated service delivery system with effective and efficient procedures. 4. Develop and administer an area plan. 5. Conduct and participate in public hearings. " 6. Monitor, evaluate and take appropriate action on policies, programs, and hearings hear-ings affecting senior adults. 7. Follow Federal regulation directed toward cooperation and coordination with other agencies offering programs for senior adults. 8. Cooperate with the State Division on Aging and other public and private agencies on State and National levels to meet more effectively the needs of senior adults. 9. Be aware of the needs of senior adults through continuous con-tinuous planning, organization, organiza-tion, and evaluation of needs and services. Continuously promote an appropriate public relations and public education program and continuously plan and evaluate fiscal responsibility re-sponsibility for the total program. 10. To work closely with local and county govenment in keeping them abreast of needs and programs. 11. To contribute the skills and talents of the senior citizens to promote projects of community value. SECTION IV. ORGANIZATION ORGANIZA-TION OF COUNCIL Composition of the Council shall be made up of more than 50 percent senior adults and include in-clude those with the greatest economic and social need, participants, par-ticipants, representatives of older persons and local elected officials. 4. OFFICERS: The officers of the Council on Aging shall be a chairman and two vice-chairmen vice-chairmen selected by the same procedure as outlined in Section Sec-tion IV, paragraph 2, above. Their terms of office shall be one year, but their term of office shall not be extended beyond two consecutive terms in the same office. 5. COMMITTEES: a) Executive Committee: An Executive Committee shall be appointed to handle normal business activity between regularly reg-ularly scheduled meetings of the Council and shall be composed com-posed of the chairman, the two vice-chairmen, plus the chairman chair-man of two major committees, and the Area Agency Director. b) Other Committees: Other committees shall be appointed by the Council on Aging as needed. 6. MEETINGS: Regular meetings of the Council on Aging Ag-ing shall be held at least ten times during the calendar year. Special meetings as needed may be called by the Chairman or by the majority of the Executive Ex-ecutive Committee. Members shall not be compensated except ex-cept for reimbursement for actual expenses incurred on behalf of the Council on Aging. 7. STAFF: An Area Agency Director shall be employed by the County Commission with the assistance of the Council to be the executive officer of the Council. The Area Agency Director shall administer the affairs of the Council and shall employ other needed staff members as authorized by the Council and in accordance with the Personnel Person-nel and Merit Council policies in Davis County. SECTION V. BUDGET: A budget shall be prepared by the Council on Aging and presented pre-sented annually to the County Commission for their approval.
