But Councilman Mitchell explained that West Bountiful has a well drilled and plans for a reservoir which should provide the city with much of its needed water, beginning sometime in 1979. BOUNTIFUL MAYOR Elmer W. Barlow strongly supported the sale of water by Bountiful to West Bountiful because "it was just another step in building a cooperative effort among neighboring communities. "It would not be taking business away from Weber Basin because West Bountiful would still be obligated to purchase at least 331-acre feet per year from Weber Basin." BUT CITY Councilman Wade Tolman, who is an employee of Weber Basin, disagreed. "I don't think Bountiful should be selling water to West Bountiful because our city should not be in the wholesale water business in competition with the areawide agency (Weber Basin)," he said. "The agency's facilities such as treatment plants, pumping stations, etc., are dependent on the continued growth in sales of water."
