received from the city council offering certain land situated on arsenal hill for the erection of a state housea committee was ap pointed on the part of the council consisting of shurtliff wimmer and a uniform system of county government referred to the committee on counties the same committee to whom waa referred C F 39 amending the code of civil procedure recommended that the same be placed upon its passage adopted the committee on counties to whom wag referred CF 31 a hilt providing for an ad valoree valorem tax in liebof poll tax reported the same without recommendation the bill was filed for second reading the committee on ways and means to whom was referred H F 7 providing for a territorial board of equalization recommended that the bill be passed adopted C F 24 in relation to occupying claimants was read for the second time and filed for third reading C F 32 substitute a bill providing for the compensation of territorial county ind precinct officers was taken up on its second reading and passed under a suspension of the rules H F 62 a bill for an act providing for the education of normal students was passed under a suspension of the rules H F 70 providing for the changing of names of towns and school districts was passed under a suspension of the rules the council then look a recess until 2 p m 2 p m H F 74 a bill to prevent cruelty to animals was received from the house and referred to the committee on agriculture the council was notified that H F 75 a bill to establish corporations for alie prevention of cruelty to animals had been passed by the house referred to the committee on municipal corporations and towns H F 7 substitute a bill providing for the equalization of territorial and school taxes was taken up on its second reading mr marshall moved to amend the bill by striking out section 11 making it a misdemeanor for any person refusing to comply with the provisions of the act carried C F no 39 a bill amending sections and chapter G reform school to whom was referred alie reports of the special committee for the location of the proposed reform beg lacavo to report that they have considered the same and recommend that the board of directors chich shall be elected to take of tho said institution be authorized to locate the said reform school in weber county south of alie weber river respectfully HOGE chairman the reading of the minority report was called for it wa as follows mr the undersigner undersigned under signed being a minority of the committee on penitentiary and reform fe chool respectfully represent that whereas at a meeting of tho commit deeon penitentiary and reform school held this day for the purpose of considering the report of the special committee on reform school it was decided by a majority vote to limit the location of tho proposed reform school to weber comity south of weber river and whereas consider this action ol 01 the majority of the committee cot to be for the best interests of the territory recommend that the would therefore majority werirt of the committee be rejected and mat the following recommendation be accepted that the reform school board be authorized to make the location of the reform school at any point in their judgment best adapted for said chool fc within the limits of salt lake davie and weber counties Conn ties Respectful lly sn omitted HATCH of
