Previously a prisoner would have to be transported from the jail to the courthouse for arraignment, presenting a higher number of escape opportunities, as well as more exposure to contraband. With the new system, a prisoner is taken to a room where an interactive system will allow a judge to arraign them without the defendant being present in the courtroom. After suffering a broken femur and clavicle, Jonathan Leyva laid on the ground waiting to be discovered. Finally a passing motorist saw his pick-utruck upside down at the bottom of a steep drop-of-f along the side of the road. Leyva was transported to Bear River Valley Hospital, and later to Ogden. The Legislature appropriated a total of $100,000 to implement these laws. Driving under the influence is one of Utahs most preventable violent crimes, said Governor Leavitt. We must do all we can to stop this deadly violence on our roadways." To emphasize the importance of this issue, Governor Leavitt signed an executive order extending the Governors Council on Driving Under the Influence for one year. The governor expressed his appreciation to the council Lieumembers and its tenant Governor Olene Walker and Nora Stephens. Four of the bills signed into law today are the direct result of the Councils work. We listened to the victims and their families," said Lt. Governor Walker. We worked together to toughen Utahs DUI laws and educate the public about DUI. We intend to be just as successful as the Council continues its work throughout the next year." Members of the Governors Council on Driving Under the Influence, the Utah Highway Patrol DUI Enforcement Squad and Legislators were in attendance to show support for the new laws.
