Grand County Planning Commis- sion to discuss the proposed amended planning and zoning j ordinance. J Several audience members pro- ! tested the wording of the ordinance preamble, which states that the ordinance is designed to encourage j and facilitate orderly growth and I development in the County." Some I people present felt that the county J should not encourage growth. A ! suggestion was made that the Planning Commission reword the old ordinance and begin enforce- ment. The present ordinance has I proved to be a problem due to lax I enforcement in the past, which J prevents strict enforcement in the J present, due to accusations of differential enforcement. Planning I Commission John Keogh has stated j that a new ordinance is essential, j which will allow for strict enforce-I enforce-I ment of codes and regulations from J the date of enactment. J In response to the previous public hearing on August 7, numerous minor changes to the j proposed ordinance have been I made by the Commission. Keogh I reviewed these changes and asked for comments. Due to the length of the discussion, it was decided that the hearing will be continued on Thursday, Sept. 7, at 7 p.m. in the courtroom in the CityCounty Building. Other activity at the Planning Commission meeting included a discussion with members of the Water Conservancy District concerned con-cerned with the construction of the planned Mill Creek Reservoir. Ken McDougald stated that bonds have been authorized for the project and the plans for the Seeley Tunnel should be ready to let for bids by December. The proposed reservoir will contain 3200 acre feet of water. Moab City has contracted to buy 1,000 acre feet starting in 1981. The Conservancy District has expressed concern over the placement place-ment of water lines and right of ways under the proposed zoning ordinance. Ev Schumaker appeared before the Commission and stated that he feels a new water treatment plant will be necessary earlier than the 5-7 years previously planned. He went on to say that the zoning ordinance is urgent, as it will be necessary to present a recreation plan to the BLM with regard to the new reservoir. Schumaker announced an-nounced that the environmental plan has been aproved. |
